PAWTUCKET BOARD OF LICENSE COMMISSIONERS
September 23, 1998
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, September 23, 1998, at seven fifty-six o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present except Councilor Hodge; Chairman Barry presides.
The reading of the records of September 9, 1998, is dispensed with and the records are approved as prepared by the Clerk.
THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, Councilor Vieira introduces the following claims:
Claim of Arcaro, Belilove, and Kolodney, Attorneys at Law, objecting to the transfer of Class B (Victualer) liquor license of LMB Associates d/b/a The Blackstone to Club Mardi Gras Inc., in the amount of $1,221.51.
Claim of Arcaro, Belilove, and Kolodney, Attorneys at Law, objecting to the transfer of Class B (Victualer) liquor license of LMB Associates d/b/a The Blackstone to Club Mardi Gras Inc., in the amount of $936.95.
Claim of McLaughlin & Moran, Inc., objecting to the transfer of Class B (Victualer) liquor license of LMB Associates d/b/a The Blackstone to Club Mardi Gras Inc., in the amount of $1,597.40.
Upon motion made by Councilor Vieira, seconded by Councilor Grebien, the following claims are READ AND ORDERED FILED:

COUNCILOR HODGE ARRIVES AT 7:58 PM.
A public hearing is held on the following application for license advertised for this time:
CLASS B (Victualer)
Club Mardi Gras, Inc., (transfer from LMB Associates d/b/a The Blackstone) 242 Middle Street LIC#245
Speaking in favor is William Lynch, Attorney, 321 South Main Street, Providence, RI.
Mr. Lynch states that he is representing the applicants, as follows:
Gilbert Blais, 99 Rhode Island Avenue, Pawtucket, RI.
Everett Dunn, 99 Rhode Island Avenue, Pawtucket, RI.
Mr. Lynch explains that the applicants hope to improve the past activities and will change the type of operation from a bar atmosphere to a family style restaurant.
The chef is a graduate of Johnson & Wales. They will employ approximately 6 people and the applicants will be on the premises at all times. The hours will be 11:00 a.m. - 1:00 a.m. There will be one bartender on during the daytime and two bartenders during the evening hours. All employees will be TIPS certified. There will be a five-item luncheon menu, which will change every day; the evenings will consists of snacks and finger foods. Entertainment will consist of a custom-built piano bar and also cabaret style entertainers. There will be no bands hired.
The applicants are repaving the parking lot and will be painting the building. Also, they are in the process of putting in a new kitchen. A security company will be hired in the evening. The seating capacity is 169.
There are no speakers in opposition.

Upon motion made by Councilor Moran, seconded by Councilor Grebien, the following application for license transfer is APPROVED on a unanimous voice vote, PENDING THE SETTLEMENT OF ALL OUTSTANDING CLAIMS:

Communication from Captain Stephen P. Ormerod to Commander George Kelley, III. (Activity report - Club Cosmopolitan - September 11, 12, 13, 1998) is READ AND ORDERED FILED.
Communication from Victoria Amaral (Narragansett Cafe/Indian Lounge), 192 Columbus Avenue, requesting permission to have an outdoor pig roast and a small outdoor patio, on Sunday, October 10, 1998, from 2:00 p.m. until 6:00 p.m. is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR HOYAS.
Upon motion made by Councilor Hoyas, seconded by Councilor Hodge, the request to have an outdoor pig roast and a small outdoor patio from 2:00 p.m. until 6:00 p.m., at the Narragansett Cafe/Indian Lounge, 192 Columbus Avenue is APPROVED on a unanimous voice vote.
Communication from Laurence DaSilva, President of Restaurant Praia Ltd., 908 Main Street, requesting the Stipulation on his liquor license (No Entertainment Allowed) to be removed, is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR BRAY.
Upon motion made by Councilor Bray, seconded by Councilor Hodge, the request to remove the stipulation placed on Restaurant Praia, Ltd., 908 Main Street (No Entertainment Allowed) is APPROVED on a unanimous voice vote.
Upon motion made by Councilor Vieira, seconded by Councilor Grebien, the meeting is adjourned at eight ten o’clock p.m.
