PAWTUCKET BOARD OF LICENSE COMMISSIONERS
July 8, 1998
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, July 8, 1998, at seven forty-five o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present and Chairman Barry presides.
The reading of the records of June 24, 1998, is dispensed with and the records are approved as prepared by the Clerk.
Communication from Richard E. Rousseau, The News Cafe, 43 Broad Street, requesting permission to hold an Oldies Block Party in parking lot on Saturday, July 25, 1998, from 8:00 p.m. - 12 Midnight is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, Councilor Vieira submits the following communication:
Communication from Frank J. Milos, Jr., Assistant City Solicitor, to Councilor William D. Vieira, Sr., regarding the Lease Agreement for the Parking Lot located at the corner of Broad Street, Humes Street, and North Union Street. (Request for Block Party)
Upon motion made by Councilor Vieira, seconded by Councilor Grebien, the following communication is READ AND ORDERED FILED:

THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, upon motion made by Councilor Vieira, seconded by Councilor Bray, the request for an Oldies Block Party on Saturday, July 25, 1998, in the parking lot of The News Cafe, 43 Broad Street is DENIED on a unanimous voice vote, for the following reasons:
1. The parking lot is only 25 feet away from an Elderly Housing Complex.
2. The lease does not allow for this type of function on city property. The lease specifically states that the lot is for parking cars.

With majority consent of the Council, Councilor Vieira submits the following communications:
Petition of tenants of Towers East regarding problems with the Cosmopolitan Club, 25 Roosevelt Avenue, extension.
Communication from Richard E. DeLyon, Chief of Police, regarding the Cosmopolitan Club.
Upon motion made by Councilor Vieira, seconded by Councilor Bray, the following communications are READ AND ORDERED FILED:

Communication from Richard E. DeLyon, Chief of Police, regarding the Cosmopolitan Club.
THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, the following motion made by Councilor Vieira, seconded by Councilor Bray, is PASSED on a unanimous voice vote:
The Clerk is instructed to notify the owners of the Cosmopolitan Club, 25 Roosevelt Avenue, extension, to appear at an informal hearing scheduled for Wednesday, August 5, 1998, at 7:30 p.m. regarding the concerns of the tenants of Towers East and the Pawtucket Police Department.
The Clerk is further instructed to send a communication to the Chief of Police, requesting weekly updates on activities at the Cosmopolitan Club, particularly with Hip-Hop functions, which are held on Saturday nights and any other problems that may occur between now and the informal hearing scheduled for August 5, 1998.
Upon motion made by Councilor Vieira, seconded by Councilor Bray, the meeting is adjourned at seven fifty o’clock p.m.
