A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 5, 1997, at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present except Councilor Rabbitt; Chairman Barry presides.
The reading of the records of February 19, 1997, is dispensed with and the records are approved as prepared by the Clerk.
Communication from William Kelley, owner of Kelley’s Corner Pub, 584 Smithfield Avenue, Class B (Victualer) liquor license #10071, requesting that the stipulations placed on this license be removed, is LAID ON THE TABLE UNTIL THE LEGAL DEPARTMENT SUBMITS AN OPINION ON REMOVING STIPULATIONS PLACED ON A LICENSE BY THE LIQUOR CONTROL ADMINISTRATOR.
STIPULATIONS:
*JUDGE KELLEY’S INC., D/B/A KELLEY’S CORNER PUB, 584 SMITHFIELD AVENUE:
1. A duty officer shall be hired and paid by the license holder to patrol the parking area surrounding Kelley’s Corner Pub on every Friday and Saturday night, and any nights with “Specials.”
2. All persons who have not reached their twenty-first birthday are prohibited from Kelley’s Corner Pub.
3. A manager and/or owner shall be on the premises during operating hours.
4. In addition to the manager and/owner, a bartender shall be on duty during the hours of operation.
5. The kitchen shall not be open unless a cook is on duty. The manager, owner, and/or bartender shall not do “double duty.”
6. All disturbances, no matter how insignificant, shall be reported to the police, IMMEDIATELY.

THE CHAIR RECOGNIZES COUNCILOR MORAN.
With majority consent of the Council, Councilor Moran introduces the following communication:
Communication from Police Chief Richard E. DeLyon, regarding request of Robert Durand to remove the Police Detail Stipulation from the liquor license of Bobby’s Banquet Hall.
Upon motion made by Councilor Moran, seconded by Councilor Butler, the following communication is READ AND ORDERED FILED:

Communication from Robert D. Durand, Sr., Bobby’s Banquet Hall, 67 Garrity Street, Class B (Victualer) liquor license #10208, requesting that the stipulation requiring a police detail at every function be removed is READ AND ORDERED FILED. THE FOLLOWING STIPULATIONS ARE REMOVED:
1. BUSINESS SHALL BE CLOSED AT MIDNIGHT - LAST CALL SHALL BE AT 11:30 PM.
2. ONE DETAIL POLICE OFFICER SHALL BE HIRED 1 1/2 HOURS PRIOR TO EVENT TO MANAGE PARKING AND TWO (2) PRIVATE SECURITY OFFICERS SHALL BE ON DUTY. POLICE DETAIL SHALL ASSIST WITH TRAFFIC AT END OF EVENT FOR 1/2 HOUR.
3. ANY FUNCTION OVER 350 PERSONS SHALL REQUIRE AN ADDITIONAL DETAIL OFFICER.
THE FOLLOWING STIPULATION IS IMPOSED IN ADDITION TO THE REMAINING STIPULATIONS:
A DETAIL OFFICER SHALL BE HIRED FOR ANY FUNCTION WITH MORE THAN 250 PEOPLE.

3. Expanding a liquor license premises without prior council approval.
