A regular session of the Pawtucket Board of License Commissioners is held Wednesday, June 25, 1997, at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present except Councilor Rabbitt; Chairman Barry presides.
The reading of the records of June 11, 1997, is dispensed with and the records are approved as prepared by the Clerk.
A formal hearing regarding the following license is taken up:

Cape Verdean American Lounge, Inc. d/b/a Lisboa A Noite, 17 Exchange Street. LIC#10051
Representing the city is Christopher Fay, Attorney, Assistant City Solicitor.
Representing the license holder is R. Kevin Horan, Attorney, 393 Armistice Blvd., Pawtucket.
Also present is Detective Paul E. Sylvestre, Pawtucket Police Department.

Speaking in favor is R. Kevin Horan, Attorney, 393 Armistice Blvd., Pawtucket, RI.
Attorney Horan is representing the applicant and states that the application for transfer was filed prior to the raid by the Pawtucket police.
Mr. Abel Lopes will be the sole owner and he will do away with the night club downstairs.
Mr. Lopes will use the downstairs area to expand the restaurant or for private parties.
Councilor Vieira asks Mr. Fay if approving the transfer would interfere with the current criminal investigation.
Mr. Fay responds that he cannot say for sure because he doesn’t know who is being investigated.
Attorney Horan states that he does not see any interference with the investigation.

Speaking in favor is Michael Horan, Attorney, 393 Armistice Blvd., Pawtucket, RI.
Anastasios Thomaidis, 19 Hillside Avenue, Providence, RI, applicant.
Mr. Thomaidis is the sole owner of Checkmate and has been there for five years. He will not change his business into a bar. His hours will be 11:00 a.m. until 11:00 p.m., seven days a week. He has 10 employees.
Mr. Thomaidis states that he does not plan to make any changes now, but he may convert to a family restaurant in the future. He has taken the tables out and replaced them with a bench and 6 stools. He will serve mostly beer and wine. He states that 70% of his business is delivery, 15% is take out and 15% is eaten in.
He states that there have been no problems at his business and all employees will be TIPS certified. Mr. Thomaidis had liquor licenses in East Providence and Seeking over the last 15 years. There will be no entertainment.
Speaking in opposition is David Dunbar, 22 Benefit Street, Pawtucket, RI.
Mr. Dunbar states that there have been some problems at the John Street Playground, and objects to the transfer because of the proximity of the restaurant to the playground. There are problems with traffic and there is no room for additional parking in the parking lot.
He states that Mr. Thomaidis has been a good neighbor except for one problem, which he took care of. Mr. Dunbar wants to get a bar out of the area.
The next speaker is Nancy Bowron, 735 Broadway.
Ms. Bowron states that she owns the building at 735 Broadway and is glad to see the bar go. She states that the bar owner has not paid rent and owes $2000.
Ms. Bowron presents a claim in the amount of $2000 objecting to the transfer, which is READ AND ORDERED FILED.
Speaking in favor is Lisa Farina, 10 Brookfield Road, East Providence, RI.
Ms. Farina states that she owes $1670 in back rent.
