July 9, 1997

 

A regular session of the Pawtucket Board of License Commissioners is held Wednesday, July 9, 1997, at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present and Chairman Barry presides.

 

The reading of the records of June 25, 1997, is dispensed with and the records are approved as prepared by the Clerk.

 

Claim of Eastern Utilities, Blackstone Valley Electric Co., objecting to the transfer of L.R.P. Inc., d/b/a Theatre Tap A.C. to Aladdin Inc. d/b/a Theatre Tap, 567 Smithfield Avenue in the amount of $653.18 is READ AND ORDERED FILED.

 

A public hearing is held on the following application for license advertised for this time:

 

CLASS D (First Class)

 

Aladdin Inc. d/b/a Theatre Tap (transfer from L.R.P. Inc. d/b/a Theatre Tap A.C.) 567 Smithfield Avenue LIC#225.

 

Speaking in favor is Robert M. Brady, Attorney, 1 Grove Ave., East Providence, RI.

 

Mr. Brady states that he is representing the transferee.

 

Mr. Brady introduces a release to the claim objecting to the transfer by the Eastern Utilities Co.

 

Mr. Brady states that this business will be the primary source of income for the applicant. There will be no changes in the operation of the Club; however, the applicant will be making some interior improvements. Mr. Tortolano, applicant, is TIPS certified.

 

Speaking in favor is Domenic Tortolano, 26F Water View Dr., Smithfield, RI, applicant.

 

Mr. Tortolano states that he has managed a jewelry business for the last 10 years and prior to that he managed Christy’s Restaurant.

 

Mr. Tortolano will manage the club and his son will work there. He may also keep some of the present employees. He states it is presently being run as a close knit neighborhood bar. He will continue the same hours and has no current plans for expansion. There will not be any entertainment or games.

 

There are no speakers in opposition.

 

The hearing is closed.

 

Upon motion made by Councilor Vieira, seconded by Councilor Hodge, the following application for liquor license transfer is GRANTED on a unanimous voice vote, pending the clearance of all outstanding claims:

Aladdin Inc. d/b/a Theatre Tap (transfer from L.R.P. Inc. d/b/a Theatre Tap A.C.) 567 Smithfield Avenue LIC#225.

 

THE CHAIR RECOGNIZES COUNCILOR VIEIRA.

 

With majority consent of the Council, Councilor Vieira introduces the following communication:

Upon motion made by Councilor Vieira, seconded by Councilor Hodge, the following communication is READ AND ORDERED FILED:

Community Center of Grupo Amigos DaTerceira Inc., 55 Memorial Drive LIC#221

 

Speaking in favor is Kenneth Raymond, 105 Sharon Avenue, Pawtucket, RI.

 

Mr. Raymond states that he heard about plans for the building from Grupo, and the building has improved immensely since Grupo took over. It is an asset to the neighborhood.

 

Mr. Raymond has lived on Sharon Avenue for 23 years. He understands that there will be one or two festivities on weekends during a one year period. He has been assured that they will work on any parking problems that arise.

 

Speaking in favor is Joe Faria, 6 Vernon Street, Central Falls, RI.

 

Mr. Faria states that he is president of Grupo. They opened in Central Falls in 1993 and are a 501-C-3 Corporation.

 

Mr. Faria states that Grupo has given over $100,000 to charities during the last five years and sent money overseas for clothes and food. Grupo has also awarded scholarships. They do not discriminate. He states there have been no problems in Central Falls.

 

Mr. Faria further states that they will rent parking lots and plan on investing $400,000 the Pawtucket building. They will soundproof the building and plan on having only one outside function this year.

 

Speaking in opposition is Leo Kazarian, 39 W. Cute Street, Pawtucket, RI.

 

Mr. Kazarian states that he wants a guarantee that this building is soundproofed so he won’t hear music in his house.

 

Speaking in opposition is Jose Lopes, 21 Busby Street, Pawtucket, RI.

 

Mr. Lopes states that he is concerned with noise and questions where to go with problems.

 

Councilor Rabbitt states that he can go to the organization first, the police next, and finally to the Council.

 

Mr. Lopes is concerned about property values.

 

Speaking in favor is Joseph Gamba, 56 Benedict Street, Pawtucket, RI.

 

Mr. Gamba states that he is the president of the I.D.I.P. Club and was invited to see this new club and was very impressed. He states it is a well organized structure.

 

There are no other speakers.

 

The hearing is closed.

 

Upon motion made by Councilor Rabbitt, seconded by Councilors Vieira, Bray and Hodge, the following application is GRANTED on a unanimous voice vote, with the following stipulation:

STIPULATION:

 

1.         Building is professionally soundproofed.

 

THE CHAIR RECOGNIZES COUNCILOR VIEIRA, CHAIR OF THE AD HOC LIQUOR HEARING COMMITTEE.

 

Councilor Vieira states that the ad hoc committee met earlier and recommends that the matter of the formal hearings, which were Taken Under Advisement at the meeting held June 25, 1997, be taken up on August 6, 1997.

 

Upon motion made by Councilor Vieira, seconded by Councilor Butler, the formal hearing regarding the following license is set for Wednesday, August 6, 1997:

 

CLASS B (Victualer)

 

CAPE VERDEAN AMERICAN LOUNGE INC., D/B/A LISBOA A NOITE, 17 EXCHANGE STREET. LIC#10051

 

Upon motion made by Councilor Bray, seconded by Councilor Vieira, the formal hearing regarding the following license is set for Wednesday, August 6, 1997:

 

CLASS B (Victualer)

 

ILHA VERDE CLUB, INC., 447 MINERAL SPRING AVENUE. LIC#10068

 

Upon motion made by Councilor Vieira, seconded by Councilor Bray, the meeting is adjourned at eight five o’clock p.m.
