A regular session of the Pawtucket Board of License Commissioners is held Wednesday, August 20, 1997, at twelve four o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present except Councilors Moran and Rabbitt; Chairman Barry presides.
The reading of the records of August 6, 1997, is dispensed with and the records are approved as prepared by the Clerk.
Memo to the Honorable Members of the City Council from Richard J. Goldstein, CMC, Clerk, regarding Caterer’s Legislation, is REFERRED TO THE ORDINANCE COMMITTEE.
THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, the following motion made by Councilor Vieira, seconded by Councilor Hodge, is passed on a unanimous voice vote:
The Clerk is instructed to remind the Ordinance Committee when the caterer’s legislation is discussed of the requirement that the liquor must be purchased at a licensed Class A liquor establishment. This presents a conflict when a licensed Class B (Victualer) business is also a caterer, and under the Class B liquor license may purchase liquor through a wholesaler, at a substantially lower cost than having to purchase through a retail establishment, as is required for the catering portion of the business.
Communication from Jacks Are Wild Inc., d/b/a Left Field Bar & Grill, 156-158 South Bend Street, requesting permission to have a block party outdoors on Sunday, August 24, 1997, from 2:00 p.m. - 9:00 p.m. is READ AND ORDERED FILED AND THE REQUEST IS APPROVED WITH THE FOLLOWING STIPULATIONS:
1. OUTSIDE SERVICE MUST END BY 9 P.M.
2. ENTIRE AREA IS TEMPORARILY FENCED IN FOR EACH EVENT.
3. A PAWTUCKET POLICE OFFICER IS HIRED FOR CROWD CONTROL.
4. USE ONE ENTRANCE ONLY.
5. NO ONE MAY LEAVE THE AREA WITH ALCOHOL IN THEIR POSSESSION.
6. MAXIMUM OF 100 PEOPLE IN FENCED IN (PATIO) AREA.

With majority consent of the Council, the following motion made by Councilor Vieira, seconded by Councilor Butler, is passed on a unanimous voice vote:
The Clerk is requested to send a communication the Richard E. DeLyon, Chief of Police, regarding that Stay issued to the Ilha Verde Club, 447 Mineral Spring Avenue. The Order requires a police officer remain inside the establishment on Thursday, Friday and Saturday evenings, and the Council is aware that there may be problem with complying with this requirement. If this is the case, the Council suggests that the Police Chief contact the City Solicitor to communicate the problem with the Liquor Control Administrator.
Upon motion made by Councilor Vieira, seconded by Councilor Bray, the meeting is adjourned at twelve thirteen o’clock p.m.
