June 5, 1996.
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, June 5, 1996, at seven forty-one o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the Members are present except Councilor Rabbitt; Chairman Barry presides.
The reading of the Records of May 22, 1996, is dispensed with and the Records are approved as prepared by the Clerk.
A PUBLIC HEARING is held on the following:
CLASS B (VICTUALER)
FAD Food Enterprise Ltd., d/b/a The Dublin Inn, 216 Columbus Avenue requesting the Council to remove the stipulations placed on this Class B (Victualer) liquor license.
Speaking in favor is Frederick A. Duffy, Manger of the Dublin Inn.
Speaking in opposition is Jacqueline Harker, 62 Dean Street, Pawtucket, RI.
Ms. Harker suggests a trial period on removing the stipulations on entertainment on the license for the Dublin Inn. She states that she does not object to all entertainment and he does not need police all the time if there are no problems, but will need police if there are problems. The Council should not eliminate all of the stipulations.
Mr. Duffy states that the entertainment will consist of jazz, blues, oldies, country, Irish music; there will be no heavy metal and all entertainment shall be indoors.
The next speaker is Tina Holden, 66 Dean Street, Pawtucket, RI.
Ms. Holden states that there have been no problems in the last five years. She does not object to entertainment on a trial basis.

THE CHAIR RECOGNIZES COUNCILOR HODGE.
Upon motion made by Councilor Hodge, seconded by Councilor Vieira, the request of FAD Food Enterprise Ltd., d/b/a The Dublin Inn, 216 Columbus Avenue to remove the stipulations placed on this Class B (Victualer) liquor license is approved as follows:
THE FOLLOWING STIPULATIONS SHALL BE SUSPENDED FOR A PERIOD OF 60 DAYS:
1. One (1) police detail must be provided on the night (s) of day (s) of entertainment. If a police detail is not secured on a day or night of entertainment, then the entertainment must be canceled by owner or someone responsible for the Dublin Inn.
4. No outside drinking in fenced in area or entire parking lot at any time.
ALL OTHER STIPULATIONS SHALL REMAIN IN PLACE.
FAD Food Enterprise Ltd., shall be allowed to have entertainment without a detail officer, as long as it is limited to jazz, blues, country & western, Irish, oldies, and other similar types of music. THERE SHALL BE NO ROCK AND ROLL.
THE SUSPENSION OF THESE STIPULATIONS WILL CEASE IMMEDIATELY IF THERE ARE ANY PROBLEMS AT THE ESTABLISHMENT. FURTHER, THE CITY COUNCIL IS REQUESTING A REPORT FROM THE POLICE DEPARTMENT AT THE END OF THE 60 DAY PERIOD ON ANY PROBLEMS AT THIS ESTABLISHMENT.
Communication from Antonio DaSilva, Proprietor, Churrasqueira DaBeira Restaurant, 434 Broadway, requesting permission to have an outdoor event in the restaurant parking lot on June 15 & 16, 1996, is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR DOYLE.
With majority consent of the Council, the following motion made by Councilor Doyle, seconded by Councilor Moran is passed on a unanimous voice vote:
The request of Churrasqueira DaBeira Restaurant, 434 Broadway requesting permission to have an outdoor event in the restaurant parking lot is approved for JUNE 16, 1996 ONLY. from 12:00 until 10:00 p.m.
Upon motion made by Councilor Vieira, seconded by Councilor Bray, the meeting is adjourned at eight eight o’clock p.m.
