A regular session of the Pawtucket Board of License Commissioners is held Wednesday, December 11, 1996, at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present except Councilors Doyle and Rabbitt; Chairman Barry presides.
The reading of the records of November 20, 1996, is dispensed with and the records are approved as prepared by the Clerk.
Communication from William J. Lynch, Attorney, requesting the formal hearing for Casa DeVicente be rescheduled, is READ AND ORDERED FILED.
The FORMAL HEARING scheduled for the following license is LAID ON THE TABLE until December 18, 1996:

With majority consent of the Council, Councilor Vieira submits the following claim:
Claim of Arcaro, Belilove and Kolodney, Attorneys at Law, objecting to the transfer of Class A liquor license from Almeida’s Liquors Inc., 610 Main Street, to C & J Liquors, Inc., in the amount of $582.06.
Upon motion made by Councilor Vieira seconded by Councilor Butler, the following claim is READ AND ORDERED FILED:

Maria Santos, 85 Sea Biscuit Place, Pawtucket, RI, applicant.
Mr. Bettencourt states that the hours of operation will be from 9:00 a.m. until 9:00/10:00 p.m.
The current owner will train Mr. & Mrs. Santos, and a current employee will remain to help operate the store.
There will be no changes in the business, which will be run by Mr. and Mrs. Santos.
Both Mr. & Mrs. Santos have been TIPS trained.
The next speakers are:
William Gasbarro, Attorney, 685 Warren Avenue, East Providence, RI, representing Mr. D’Almeida.
Alfred D’Almeida, 30 Preneta Street, Pawtucket, RI, current owner.
Mr. Gasbarro states that Mr. D’Almeida has been a longtime businessman, but now wants to retire.
Mr. D’Almeida states that he will remain at the store for two to three weeks to train the new owners.

Upon motion made by Councilor Vieira, seconded by Councilor Butler, the following license is APPROVED on a unanimous voice vote, PENDING THE PAYMENT OF ALL OUTSTANDING CLAIMS:

J & C Liquors Inc d/b/a Almeida’s Liquors (transfer from Almeida’s Liquors, Inc.) 610 Main St LIC #214.
A public hearing is held on the following application advertised for this time:

Caribbean Entertainment Inc., 25 Roosevelt Avenue Extension, LIC#213.
Speaking in favor is Michael Horan, Attorney, 393 Armistice Blvd., Pawtucket, RI, representing applicant.
Michael O’Brien, 26 Forrestview Dr., No. Providence, RI, applicant.
Mr. Horan states that this business will be operated as a club and not a bar type operation.
Mr. O’Brien states that he will be open 3-4 nights a week from 8:00 p.m. - 12:45 a.m., and will feature Caribbean, International and American music. He plans on having an upscale live entertainment program featuring big bands which caters to people ages 25 - 50/60. He is also planning on providing dance lessons.
Mr. O’Brien has met with the people in the elderly housing and they can call him personally if there are any problems. Mr. O’Brien owns Carrie’s Restaurant in Providence.
The next speaker is Barbara Araujo, president of the Tenants Association, 75 East Avenue, Pawtucket, RI.
Ms. Araujo states that Mr. O’Brien come to Tower’s East often. The tenants had a vote and all but four people were in favor. Ms. Araujo stands behind Mr. O’Brien 100%.
The next speaker is Vasilios Davos, 14 Broadlawn Pk., Newton, MA.
Mr. Davos states that he has owned the building for over 11 years and has worked to maintain the building as well as maintaining the tenants. He is completing a $71,000 facelift. He is losing $18,000 a year on the building, but has not requested a tax abatement. He further states that the rents are very low.

In conformity with Chapter 242 of the Public Laws of Rhode Island, 1962, Class B Establishments are hereby entitled to remain open on New Year’s morning, January 1, 1997, until 3:00 a.m. Alcoholic Beverages however, CANNOT be sold after the usual closing hour of 1:00 a.m.
In conformity with Section 3-8-1 of the General Laws of the State of Rhode Island, Class C liquor establishments are hereby entitled to be open on New Year’s day, 1997.
