A regular session of the Pawtucket Board of License Commissioners, is held Wednesday, April 24, 1996, at seven thirty-five o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present except Councilor Rabbitt; Chairman Barry presides.
The reading of the records of April 10, 1996, is dispensed with and the records are approved as prepared by the Clerk.
Claim of Arcaro, Belilove and Kolodney, Attorneys at Law, objecting to the transfer of Class B (Victualer) liquor license of KRP Limited d/b/a Mill River Tavern, 250 Main Street to Bobby’s Banquet Inc., in the total amount of $604.19 is READ AND ORDERED FILED
Claim of Wayne Distributing Company, objecting to the transfer of Class B (Victualer) liquor license of KRP Limited d/b/a Mill River Tavern, 250 Main Street to Bobby’s Banquet Hall Inc., in the total amount of $1, 254.91 is READ AND ORDERED FILED.

A public hearing is held on the following application for license advertised for this time:

Bobby’s Banquet Hall Inc., 67 Garrity Street LIC#208 (transfer from KRP Limited d/b/a Mill River Tavern, 250 Main Street)
Representing the applicant is Michael F. Horan, Attorney, 393 Armistice Blvd., Pawtucket, RI.
Mr. Horan states that there are 120 parking spaces around the building and 80 in the trailer park which is owned by the applicant.
Mr. Horan states that he needs the Zoning Board’s approval for a banquet hall. The business will only be used as a banquet facility and for special events. The facility will not be open on a daily basis.
Attorney Horan submits the following petition:

Speaking in favor are applicants Armand Desnoyers, 29 Randolph Avenue, So. Attleboro, MA, and Robert Durand, 10 Sanford Street, Pawtucket, RI.
Mr. Durand states that the facility has capacity for 648 persons. There are three rooms that are not completed and when ready the capacity will be reevaluated. There are 230 parking spaces.
Mr. Durand further states that there will be weddings, business meetings and banquets at this facility. He also wants to have a number of alcohol free events. The kitchen will be completed in about six weeks. All food will be prepared on the premises.
Mr. Durand states that there will be 8 - 10 employees at events with 500 people. He states that he will try to hire Pawtucket residents, and will have 20 kids on a rotating basis. All bartenders will be TIPS Certified. He will have one detail officer on duty at all times, and will be closed by 12 Midnight. He will try to expand the parking facilities if he is granted a liquor license. He states that a manager will be on hand at all functions.
Mr. Durand states that the zoning application limits the capacity to 460 people, and will have to go back before the zoning board if they want to increase their seating capacity. He states that they have about 70 bookings already. He will have entertainment; however, there will be no rock bands.

With majority consent of the Council, upon motion made by Councilor Moran, seconded by Councilors Hodge and Rabbitt, the following license is GRANTED WITH STIPULATIONS PENDING THE SETTLEMENT OF ALL OUTSTANDING CLAIMS AND APPROVAL BY THE ZONING BOARD, on a unanimous voice vote:

STIPULATIONS:
1. Business shall be closed at midnight - last call shall be at 11:30 a.m.
2. One Detail Police Officer shall be hired 1 1/2 hours prior to event to manage parking and two (2) private Security Officers shall be on duty. Police detail shall assist with traffic at end of event for 1/2 hour.
3. Any function over 350 persons shall require an additional detail officer.
4. All bartenders shall be TIPS Certified.
5. One member of management shall be on duty at all time.
6. Licensee shall notify Councilor Moran of any changes at establishment.
7. Licensee shall hold monthly meeting on 1 Saturday per month.
8. Pawtucket residents shall be given preference for employment.

Mr. Cummings states that he has 8 years experience as a corrections officer in Massachusetts and six years as a marine. He states he is involved in leagues run at Surkont’s. He further states that he and the current owners are personal friends. There will be no changes in the hours of operation. He plans to upgrade the kitchen area. His father and his wife will assist in running the business and he will have other relatives working there also.
