April 10, 1996.
A regular session of the Pawtucket Board of License Commissioners, is held Wednesday, April 10, 1996, at seven forty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the members are present and Chairman Barry presides.
The reading of the records of March 20, 1996, is dispensed with and the records are approved as prepared by the Clerk.
A Formal Hearing is held on the following:

The Clerk is instructed to send a FORMAL WARNING AND FINE to City Liquors Inc., d/b/a Silva’s Liquors, 886 Mineral Spring Avenue, stating that any further violations against this establishment will result in further action by the Board of License Commissioners, including additional fines, suspension or revocation of the Class A liquor license.
The fine shall be in the amount of $200.

Claim of Eastern Utilities objecting to the transfer of The Upper Deck Ltd, 562 Newport Avenue in the amount of $1884.16, is READ AND ORDERED FILED.
A public hearing is held on the following application advertised for this time:

Virgin Foodie Inc d/b/a The Newport Deck (transfer from The Upper Deck Pub Ltd) 562 Newport Avenue LIC#206.
Speaking in favor is Virginia Weston, 47 Morgan Avenue, Unit 71, Johnston, RI.
Ms. Weston states that she is “Serve Safe” Certified. She intends to keep the same type of operation as currently exists. She states that she has met with neighbors and that she has experience in this type of business. She also states that she will maintain the same hours as the current owner.
There are no speakers in opposition.

The Clerk is instructed to notify Class B (Victualer) liquor license holder Casa DeVicente Inc., 270 Dexter Street to attend a Formal Hearing on Wednesday, April 24, 1996, regarding police allegations as follows:
1. Violations of the liquor laws - serving alcohol to minors on or about February 1, 1996;
2. Disturbance in and around the premises which included a stabbing on or about March 22, 1996;
3. Other violations of the laws of the State of Rhode Island.
