A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 25, 1995, at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the Members are present except Councilor Rabbitt, and Chairman Barry presides.
The reading of the Records of October 11, 1995, is dispensed with and the Records are approved as prepared by the Clerk.
Communication from Humberto Araujo, President, Club Crescendo, Inc., 682-684 Roosevelt Avenue, Pawtucket, RI, requesting permission to remodel the downstairs portion of the building is taken up.
Discussing the matter is Al Araujo, President of Club Crescendo.
The following Communication is READ AND ORDERED FILED AND PERMISSION TO REMODEL THE DOWNSTAIRS PORTION OF THE BUILDING IS APPROVED ON A UNANIMOUS VOICE VOTE:

Speaking on this matter is Ralph Garner, 90 Rowe Avenue, Pawtucket, RI, owner of Tommy’s Lounge.
Mr. Garner states that he is monitoring the situation. He states that he has instructed the bartenders on the correct procedures if problems present themselves again. Mr. Garner further states that he is working nights now, so the bartender who was on duty the night of the incident is no longer working alone.

THE CHAIR RECOGNIZES COUNCILOR RABBITT.
With majority consent of the Council, the following motion made by Councilor Rabbitt, seconded by Councilor Hodge, is passed on a unanimous voice vote:
The Clerk is instructed to send a “Letter of Warning” to the Country Lounge Inc., d/b/a Tommy’s Lounge, 99 India Street, stating that any further incidents at this establishment, similar to the one which occurred on August 9, 1995, will result in action being taken against this license by the Board. A copy of this letter will be filed with the liquor license.
AN INFORMAL HEARING REGARDING THE FOLLOWING LICENSE IS TAKEN UP:
CLASS B (VICTUALER) - El Castillo Restaurant Inc., 3 Garden Street.
Speaking on this matter is Jesus Velez, 1345 Newport Ave., Pawtucket, RI.
Mr. Velez states that he has been running the restaurant since mid June, but he is not on the license. He states that the license holder moved back to New Jersey.
He states that he was serving food in the dining area and there was alcohol in the glasses after 1:00 a.m. He states that he is now closing the restaurant before 1:00 a.m. to avoid future problems.

THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, the following motion made by Councilor Vieira, seconded by Councilor Kinder, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to the owners of El Castillo Restaurant Inc., 3 Garden Street, Pawtucket, RI, requesting that the officers attend a public hearing on the renewal of this license and the victualling house license on Wednesday, November 8, 1995, to answer questions regarding the operation of their establishment.
AN INFORMAL HEARING REGARDING THE FOLLOWING LICENSE IS TAKEN UP:
CLASS D - Dusza-Almeida Post 2339, Four Corners Building
Association of Post No. 2339, VFW, 178 Columbus Ave.
Speaking on this matter is John Medeiros, 65 New Road, Rumford, RI.
Mr. Medeiros states that Mike Johnson was a friend of a member who came to visit. He states that the by-laws allow all veterans to attend the Club. He states that the three women who were there were told to leave and were not served. He states that the incident took place outside.
He states the club needs the public to help finance their community work. Further, he believes the police were informed of the incident because the Batallian Chief called it in.

With majority consent of the Council, the following motion made by Councilor Rabbitt, seconded by Councilor Hodge, is passed on a unanimous voice vote:
The Clerk is instructed to send a “Letter of Warning” to the Club warning that any future incidents at the establishment, similar to the one which occurred on August 10, 1995, will result in action being taken against the license by the Board. Further, a copy of this letter will be filed with the liquor license.
