Pawtucket Board of License Commissioners.
December 27, 1995.
A regular session of the Pawtucket Board of License Commissioners, originally scheduled for December 20, 1995 is held Wednesday, December 27, 1995, at Five forty five o’clock p.m. in the city Council Chambers, City Hall, Pawtucket, RI. All the Members are present except Councilor Kinder; Chairman Barry presides.
The reading of the Records of December 6, 1995, is dispensed with and the Records are approved as prepared by the Clerk.
Upon Motion made by Councilor Vieira, seconded by Councilor Rabbitt, the Board of License Commissioners immediately goes into EXECUTIVE SESSION, Pursuant to R.I.G.L. 42-46-5 (4) regarding investigative proceedings, to discuss the E.A.S.Y. program, on a roll call vote as follows:
Ayes - President Barry, Councilors Bray, Demopulos, Doyle, Hodge, Moran, Rabbitt and Vieira.
Noes - 0.
In attendance at the executive session are John T. Gannon, City Solicitor, Christopher Fay, Assistant City Solicitor, Lt. Michael Bergeron, Capt. George Kelly, Sgt. Richard Rousseau.
Upon Motion made by Councilor Vieira, seconded by Councilor Rabbitt, the Board of License Commissioners returns to open session, in the City Council Chamber, at 6:35 o’clock p.m.
THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, Upon Motion made by Councilor Vieira, seconded by Councilor Demopulos, the following stipulations are REMOVED from the Class D Liquor License of Capt. Elwood J. Euart V.F.W., 55 Overland Ave:
1. No regular hours for serving alcohol
2. Alcohol may be served only at club activities;
and a new stipulation is ADDED as follows on a unanimous voice vote:
1. No serving of alcohol is permitted after 11:00 PM.

Upon Motion made by Councilor Vieira, seconded by Councilor Hodge, the minutes of executive session are sealed on a unanimous voice vote.

Memo from Richard J. Goldstein, CMC, City Clerk to the Board of License Commissioners, allowing, pursuant to State Law, all Class A liquor license holders to be open for business on Sunday, December 24, 1995 and Sunday December 31, 1995, from 8:00a.m. - 5:00p.m.
Upon Motion made by Councilor Vieira, seconded by Councilor Doyle the following memo is READ AND ORDER FILED:
Memo from Richard J. Goldstein, CMC, City Clerk to the Board of License Commissioners, allowing, pursuant to State Law, all Class A liquor license holders to be open for business on Sunday, December 24, 1995 and Sunday December 31, 1995, from 8:00a.m. - 5:00p.m.
THE CHAIR RECOGNIZES COUNCILOR DOYLE.
With majority consent of the Council, the following Motion made by Councilor Doyle, seconded by Councilor Demopulos, is passed on a unanimous voice vote:
The Clerk is instructed to contact Police Chief DeLyon, requesting that he ensure that the 5:00 pm closing time for all Class A Liquor establishments on December 31, 1995, be strictly enforced.

With majority consent of the Council, the following Motion made by Councilor Vieira, seconded by Councilor Demopulos, is passed on a unanimous voice vote:
The Clerk is instructed to revoke the Class B limited Victualer liquor license of El Castillo Restaurant Inc. d/b/a El Castillo, 3 Garden St., for the following reasons:
1. Selling the establishment without transfering the licenses;
2. Failure to comply with the terms of the Order of the Board of License Commissioners issued December 6, 1995, specifically, not transferring the licenses;
3. Not having a location.
Upon motion made by Councilor Vieira, seconded by Councilor Kinder, the meeting is adjourned at seven forty nine o’clock.
