A regular session of the Pawtucket Board of License Commissioners is held Wednesday, December 6, 1995, at seven fifty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the Members are present except Councilor Bray; Chairman Barry presides.
The reading of the Records of November 22, 1995, is dispensed with and the Records are approved as prepared by the Clerk.

The following motion made by Councilor Vieira, seconded by Councilor Rabbitt is passed on a unanimous voice vote:
The Clerk is instructed to send a FORMAL ORDER to El Castillo Restaurant, Inc., 3 Garden Street, Pawtucket, RI, stating that an application for transfer of its Class B (Victualer) liquor license to Mr. Jesus Velez, who now owns the restaurant, be submitted to the City Clerk’s Office by December 20, 1995. Failure to file by that date will result in the revocation of said liquor license.

John Stratis, 69 Enfield Street, Pawtucket, RI, applicant.
Mr. Rahill states that Mr. Stratis has worked in the pizza business for 23 years. The menu will consist of hot/cold grinders, appetizers, and will be run as a sports bar. The hours will be 11:00 a.m. - 1:00 a.m. He states that there are 28 parking spaces.
Mr. Rahill further states that Mr. Stratis’ wife will run the business, and both Mrs. Stratis and the manager will be TIPS certified.

Speaking in favor is James Higgins, Attorney, representing applicant, 141 Power Road, Pawtucket, RI.
Applicants, Nancy Lancaster and Russell Lancaster, Sr., 22 Lori-Ellen Drive, Smithfield, RI.
Mr. Higgins states that the new owners will operate the same hours as Harry O’s, (10:00 a.m. - 1:00 a.m. Monday-Saturday; 12 Noon - 1:00 a.m. Sundays.)
Mr. Lancaster is TIPS certified as well as his son. They plan on expanding the food portion of the business.
Mr. Lancaster states that he has previously owned an auto sales business and has managed over 20 employees. He states that he will be there at least during the day shift (10 a.m.- 6 p.m.), and his son will be there from 6 p.m. - 1 a.m. Mr. Lancaster further states that he will need at least three people from Harry O’s to show him the operation of the business.
Mr. Lancaster states that he has been in the establishment at different times during the day and evening. He needs to clean the establishment and do something about the dumpster. He states that he will repair the light in the back.
Also, they plan on serving pre-packaged sandwiches, and there will be no entertainment.

Communication from Clube Social Portugues Inc., 131 School Street requesting permission to remain open until 2:00 a.m. on Saturday, December 23, 1995, is READ AND ORDERED FILED AND REQUEST TO REMAIN OPEN UNTIL 2:00 A.M. ON SATURDAY, DECEMBER 23, 1995, IS APPROVED.
In conformity with Chapter 242 of the Public Laws of Rhode Island, 1962, Class B Establishments are hereby entitled to remain open on New Year’s morning, January 1, 1996, until 3:00 a.m. Alcoholic Beverages however, CANNOT be sold after the usual closing hour of 1:00 a.m.
In conformity with Section 3-8-1 of the General Laws of the State of Rhode Island, Class C liquor establishments are hereby entitled to be open on New Year’s Day, 1996.

The Clerk is instructed to send a communication to Richard DeLyon, Chief of Police, requesting that he inform the Board when the expungement of the applicant’s case on the liquor license of R & N Pubs Inc., d/b/a Caster’s Pub, 605-607 Broadway, takes place.

With majority consent of the Council, the following motion made by Councilor Vieira, seconded by Councilor Moran, is passed on a unanimous voice vote:
The Clerk is instructed to send a letter to Richard DeLyon, Police Chief, requesting that the Chief send a representative to the January 10, 1996, meeting of the Board of License Commissioners to discuss the details of the E.A.S.Y. Program. Specifically why the owners of the establishments who violated the law by selling liquor to minors, were not informed of the violations; why the names were sent to the Council for action rather than criminal action; and any other details regarding this Program.
Upon motion made by Councilor Vieira, seconded by Councilor Moran, the meeting is adjourned at nine thirteen o’clock.
