October 19, 1994.
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 19, 1994, at ten twenty-five o’clock p.m. in the City Council Chamber, City Hall, Pawtucket, RI. All the Members are present and Chairman Barry presides.
The reading of the records of October 5, 1994, is dispensed with and the Records are approved as prepared by the Clerk.
Communication from Dago Tabares, President of JMD Associates d/b/a Illusions, 242 Middle Street to Richard J. Goldstein, City Clerk, is READ AND ORDERED FILED AND THE REQUEST TO AMEND THE STIPULATIONS ON HIS LIQUOR LICENSE IS APPROVED AS FOLLOWS:
1. No Detail Officer will be required on Fridays;
2. The Detail Officers on Saturdays and Sundays will be on duty from 9:30 PM - 1:30 AM.

With majority consent of the Council, the following Motion made by Councilor Moran, seconded by Councilor Kinder, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to the Police Department amending the stipulations placed on the liquor license of JMD Associates d/b/a Illusions, 242 Middle Street, to cancel the detailed police officers on Friday evenings and the hours on Saturday and Sunday evenings have been changed to 9:30 pm - 1:30 am.
A Public Hearing is held on the following application for license advertised for this time:

Casa De Vicente Inc., 270 Dexter Street (previous owner Leader Restaurant Inc. d/b/a Hong Kong Islander)
Speaking in favor is Huafen Wang, 25 Robinwood Drive, Scituate, RI, applicant.
Mrs. Wang states they will serve Mexican and Salvadoran food. Their hours of operation will be Sunday through Thursday from 11:00 am - 10:00 pm; Friday and Saturday from 11:00 am - 11:00 pm. There will be a bar area with five seats. This will be used as a service bar only. She has managed restaurants for five years. She will operate this business with her husband.
There are no other speakers.

Speaking in favor is Tong Chen, 559 Newport Avenue, Pawtucket, Rhode Island, applicant.
Mr. Chen states that he wants more business. Customers have requested liquor. There will not be a bar. They will just serve tables. He states that the first restaurant he had, he had a liquor license. He states that not many children play in the area.
Speaking in favor is Ray Walsh, 15 Park Street, West Warwick, Rhode Island.
Mr. Walsh states that business is good at lunch and it slows down until 5:00 pm. He recommends putting up a fence along the back of the parking lot to resolve concerns of residents on Courtney Avenue. He states that a liquor license will not bring a lot of new people; it will keep the current patrons.
Speaking in opposition is John Scolaro, 244 Newport Avenue, Pawtucket, Rhode Island.
Mr. Scolaro states that Newport Avenue is very busy and it is hard to get in and out of Manton Street. He is concerned about drinking and driving.
