A regular session of the Pawtucket Board of License Commissioners is held Wednesday, September 22, 1993, at eight eighteen o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the Members are present and President Barry presides.
The reading of the Records of September 8, 1993, is dispensed with and the Records are approved as prepared by the Clerk.
THE CHAIR RECOGNIZES COUNCILOR DOYLE.
With majority consent of the Council, upon Motion made by Councilor Doyle, seconded by Councilor Kinder, the following matter is LAID ON THE TABLE on a unanimous voice vote:
FORMAL HEARING:
CLASS A - ANTONIO FERNANDES D/B/A FERNANDO’S LIQUORS, 558 BROADWAY.
Claim from American Society of Composers, Authors and Publishers, objecting to the transfer of Class B (Victualer) liquor license from Voutena Inc d/b/a Bootlegger’s, 852-856 Newport Avenue, to Eagle Express Chinese Restaurant, in the amount of $945.25 is READ AND ORDERED FILED.
Claim from McLaughlin & Moran Inc., objecting to the transfer of Class B-V Liquor License from Voutena Inc d/b/a Bootlegger’s Saloon, 852-856 Newport Avenue, to Eagle Express Chinese Restaurant, in the amount of $1009.74 is READ AND ORDERED FILED.

With majority consent of the Council, Councilor Vieira introduces the following Claim:
Claim of Eastern Utilities against the transfer of Class B (Victualer) liquor license of Bootleggers Saloon in the amount of $1,077.91.
Upon Motion made by Councilor Vieira, seconded by Councilor Kinder, the following Claim is READ AND ORDERED FILED:

A Public Hearing is held on the following application for license advertised for this time:

Eagle Express Chinese Restaurant Inc d/b/a Eagle Express Chinese Restaurant, 852-856 Newport Avenue (formerly Voutena Inc d/b/a Bootlegger’s Saloon) LIC#166
Speaking in favor is Yu Cheng Zou, President of Eagle Express Chinese Restaurant, Inc., 2131 East 21st Street, Brooklyn, NY.
Mr. Zou states that he and his brother will be living upstairs and are buying this building.
He states that they have restaurants in New York and Pennsylvania.
The hours of operation will be 11 a.m. - 10 p.m. and they will use the parking lot next to the building. He states that they may expand the business to the second floor in the future if the business is successful. They will only have a service bar, and they will have take out orders.
There are no speakers in opposition.
The hearing is closed.
Upon Motion made by Councilor Doyle, seconded by Councilors Calista and Kinder, the following application for license is GRANTED on a unanimous voice vote, subject to the payment of all outstanding claims:
