A regular session of the Pawtucket Board of License Commissioners is held Wednesday, May 19, 1993, at seven fifty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI. All the Members are present except Councilors Moran and Rabbitt; Chairman Barry presides.
The reading of the Records of May 5, 1993, is dispensed with and the Records are approved as prepared by the Clerk.
THE FOLLOWING APPLICATION FOR TRANSFER WAS LAID ON THE TABLE AT THE MEETING HELD MAY 5, 1993, AND IS AGAIN TAKEN UP:

Speaking in opposition is Wally Gernt, 45 Lafayette Street, Pawtucket, RI.
Mr. Gernt states that he wants the applicant to give the details of the plans for the restaurant before he makes any comments.
Speaking in favor is applicant Hugo Sepulveda, 23 Winthrop Avenue, Providence, RI.
Mr. Sepulveda states that his intentions are to be able to serve cocktails under a full liquor license. He will control the amount of liquor served and he will make sure his patrons do not become intoxicated. His operation is mainly that of a restaurant, seating approximately 45-50 people; the bar area seats only 4-5 people.
There will be no loud music or dancing.
Mr. Sepulveda states that he worked for different restaurants and hotels for 27 years and is trained to control alcohol consumption. His brother has also been in this business.
The menu will consist of seafood, chicken and traditional Colombian foods. They will have a full menu and the average cost per entree is about $10.
COUNCILOR RABBITT ARRIVES AT 8:00 pm.
Mr. Gernt states that the tenor of the neighborhood has been better since Ride’s Grille left, and he does not want to return to those days again. He is concerned about parking and traffic. He states he owns the house near the establishment which houses elderly tenants.
THE COUNCIL RECESSES AT 8:03 P.M. FOR A PRESENTATION BY THE REHOBOTH 350TH CELEBRATION COMMITTEE.
THE COUNCIL RECONVENES AT 8:10 P.M.
Mr. Gernt continues to ask that a stipulation be placed on this license that no liquor will be served after 10:00 p.m. and that the applicant not advertise that alcoholic beverages are available.
Mr. Gernt requests the Planning Department to determine the number of parking spaces available.
Speaking in opposition is Alan Kinnel, 22 Garden Street, Pawtucket, RI.
Mr. Kinnel states that he wants to see something done about the hours, and if the licensee abides by the current hours he does not object.
Speaking in opposition is Barry Frye, 16 Garden Street, Pawtucket, RI.
Mr. Frye states that he does not want another Ride’s Grille and wants people out at a decent time.
Speaking in favor and on behalf of the Applicant is Attorney Maurice Caron.
Mr. Caron states that he will agree to a 12 Midnight closing stipulation but not to a 10 PM closing because the business will fold. The Applicant spent $13,000 for a rotisserie and $12,000 to remodel and a total of $100,000 including deposits and rents. He states that the license is worth $25,000 with equipment. He states they will not seat anyone during the week after 10 p.m. and not after 11 p.m. on Friday’s and Saturday’s.
