A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 21, 1992, at seven fifty-seven o’clock p.m. All the members are present except Councilors Calista and Rabbitt and Chairman Barry presides.
The reading of the records of October 7, 1992, is dispensed with and the records are approved as prepared by the Clerk.
Communication from John Gannon, City Solicitor regarding Class B Victualer Liquor License of El Nido, Ltd. 210 Dexter Street IS READ AND ORDERED FILED.
Communication from Kate Racine, Liquor Control Administrator, regarding Class B Victualer Liquor License of the Lily Social Club, 158 South Bend Street IS READ AND ORDERED FILED.
Communication from Ralph Garner requesting an outdoor patio for the Class B Victualer Liquor License of Country Lounge Inc. d/b/a Tommy’s Lounge, 99 India Street IS LAID ON THE TABLE.
INFORMAL HEARING REGARDING THE FOLLOWING LIQUOR ESTABLISHMENT IS TAKEN UP:
CLASS B (VICTUALER)
K.L.C. Associates d/b/a Macondo, 242 Middle Street LIC#10140.
Representing Macondo’s are Jose Morales, Manager; and Robert Thibeault.
Councilor Moran questions Mr. Morales and Mr. Thibeault regarding an incident in which an intoxicated patron of Macondo’s backed his car into a house across the street, causing damage to both the house and the car, as reported in a police report, which was submitted to the Council at the meeting of October 7, 1992.
Mr. Thibeault states that they were not aware of the incident until one week after it happened, and have since agreed to pay for the damage to the house. He states that the patron in question was not a regular. He had a maximum of two drinks while in the establishment. He appeared to be in good condition to the bartenders when he entered the establishment.
He states that as a matter of practice they will not serve people who appear inebriated when they enter.
Mr. Thibeault states that soccer games are televised mostly on Sundays and they have requested off-duty officers to be on hand on those nights. There are no soccer games televised on Fridays and Saturdays; however, there are some on occasion on other nights during the week.
Mr. Thibeault also states that the vendor who operates in their parking lot has now been instructed to close down by 12:45 a.m. instead of from 1:30 to 2:00 in the morning.
Councilor Rabbitt arrives at 8:02 PM.
Councilor Moran states that he was upset that except for the last two weeks, there have been no detail officers on duty on Sundays since the beginning of summer. He states that a detail officer is required on Friday, Saturday, and Sunday evenings at the establishment.
Mr. Morales states that he contacted Officer Eckman to have a detail officer on duty Sunday nights, but was told by Officer Eckman that it was not needed because it was not on his list. He states that they did have an officer on duty some Sundays, at their request, because of the heavy crowd.
Mr. Thibeault states that they are trying to work with the neighbors by keeping the area clean and notifying patrons of the parking limitations in the area. He does not believe that the place is overcrowded.
Upon a Motion made by Councilor Moran, seconded by Councilor Rabbitt, the following Stipulations are added to the license:
1. Two detail officers will be on duty on Sundays, plus one on each night at which a soccer game is televised, except for Fridays, Saturdays, and Sundays.
2. The Mobile Food Vendor will leave the parking lot by 12:45 AM.

Aline Oddi d/b/a Heritage Tap (transfer from Alfred Oddi d/b/a Heritage Tap) 266 Grand Ave & 147 Suffolk Avenue LIC#10152
Speaking in favor is Alfred Oddi, 104 Clifford St.
Mr. Oddi states that this is a transfer to his wife and that there will be no changes to the operation.
Mr. Oddi also states that he has spoken with the neighbors, and that they have no problem with the transfer.

Toti’s Pizza Palace Inc. 622 Central Avenue (transfer from Aurora C. Antunes d/b/a Belmont Cafe 1513-1515 Newport Avenue) LIC#10157
Speaking in favor is Mr. Maurice Caron, Attorney, 226 Cottage St. Pawtucket, RI. Mr. Caron is representing the applicant in Mr. Ameen’s absence.
Mr. Caron states that there are two parts of the establishment, one for fast pickup and the other is for sit down meals that seats 20 people.
Mr. Caron states that there will be no alcohol in the pick up portion, and that there is no bar, they will be serving only beer and wine.
Mr. Caron states that he has 9 parking spaces in total, seven in the parking lot behind the establishment and two across the street in the lot that Mr. Bakleh owns. By law, he only needs 8 1/2.
Mr. Caron also states that there will be no Keeno, pinball, entertainment, video machines, or juke box, and there is no problem with people hanging around.
