A regular session of the Pawtucket Board of License Commissioners is held Wednesday, November 11, 1992, at eight twenty-three o’clock p.m. All the members are present except Councilors Clement and Rabbitt; Chairman Barry presides.
The reading of the records of October 21, 1992, is dispensed with and the records are approved as prepared by the Clerk.

The Clerk is instructed to send a communication to Ralph Garner requesting more information on his request for an outdoor patio. Specifically, the board is requesting a diagram showing the number and location of the tables and exactly where the fence will be located, the number of people who will be able to use the patio at any one time, and any other information that he feels is pertinent to his request.

Speaking in opposition is Robert Gendreau, 23 Border Avenue, Seekonk, MA.
Mr. Gendreau states that he owns property in the vicinity of this location and he is opposed to the license. He states that the problems started when the business was operated as “Groucho’s”.
Mr. Gendreau submits, for the Record, a Flyer being distributed for a “GRAND OPENING” of Jason’s Restaurant, formerly Bootlleger & Groucho’s, and wants to know who “Jason” is.
Mr. Gendreau is concerned about the lack of parking and he is losing tenants because of this bar.
Speaking in opposition is Frank Balkum, 37 Ferncrest Drive, Pawtucket, RI.
Mr. Balkum states that he is speaking on behalf of himself and some of the neighbors and several business people in the vicinity of this location.
He states that there have been problems with this business for the last 12 years. He states there is a lack of parking, there is loud noise and loud music. He states he has lost tenants because of this bar. There is a problem with broken bottles and is requesting that the Council review this license carefully. He also states his concerns about “Jason’s”

The Council reminds the applicant of its previous warning placed on the Liquor License resulting from a FORMAL HEARING which state that “STERNER ACTIONS AGAINST THIS LICENSE WILL BE TAKEN IMMEDIATELY IF THE ACTIVITIES WHICH CAUSED THE HEARING REOCCUR.

2. The Council wants a report from the neighbors on November 6, and November 20.

4. Constantine’s will be changed into a restaurant January, 1992.
5. Constantine’s will serve more food to be in compliance with the Class B Victualer license.

1. “Last Call” be held at the establishment at 12:30 AM and the establishment be cleared of patrons by 1:00 AM.
2. A private uniformed person be hired on Thursday, Friday and Saturday evenings to maintain order and to patrol the outside of the building from the hours of 8:30 PM to 1:30 AM.
3. The licensee is reminded that no drinking is allowed outside the establishment.
