A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 25, 1992, at nine two o’clock p.m. All the members are present and Chairman Barry presides.

Upon Motion made by Councilor Bray, seconded by Councilors Vieira, Clement, and Kinder, the CLASS B Victualer liquor license of Ilha Verde Club Inc., 447-451 Mineral Spring Avenue IS IMMEDIATELY SUSPENDED FOR 5 DAYS on a unanimous voice vote:
SUSPENSION FOR 5 DAYS BEGINNING IMMEDIATELY ON MARCH 26, 1992, AND ENDING ON MARCH 31, 1992, FOR THE FOLLOWING REASON:
1. Violations of the STIPULATIONS on liquor license, specifically the failure to have an off-duty detail officer on Thursdays, Fridays, Saturdays, Sundays, and Holidays

Communication from George Karamanolis, President of Voutena Inc., d/b/a Constantine’s, 852-856 Newport Avenue, requesting permission to expand the restaurant to include using the second floor IS TAKEN UP:
Speaking in favor is Jim Karamanlois, 596 Newport Avenue.
Mr. Karamanolis states that Constantines has been closed since February 1, 1992, for remodeling. He wants to run the business as a restaurant as opposed to a lounge. He is trying to attract people to Pawtucket. There will be a 1920’s Speakeasy atmosphere.
Mr. Karamanolis discusses plans for the restaurant. He states that the waitresses will be dressed in flapper dresses. He will employ 18-25 people and he will approach Jet Tours or the nearby Church to use their parking lots and he will provide valet parking.
He does not know how he will comply with the Americans With Disability Act. He wants to provide a quiet area for business lunches upstairs. He is currently doing renovations downstairs. The current capacity is 110. The new capacity, if his request is approved, will be 140-150.
He states that he has all his building permits and the area is Zoned Commercial Gerneral. He would add a police details on Fridays and Saturdays if he is getting a capacity crowd. He is trying to attract a quieter crowed. He wants to have entertainment - live bands, but not a D.J. He will be renting out his second floor space for small parties on Saturdays and Sundays.

With majority consent of the Council the following Motion made by Councilor Doyle, seconded by Counclor Calista, to TAKE UNDER ADVISEMENT the request of Voutena Inc. d/b/a Constantine’s, 852-856 Newport Avenue for renovations, until definite parking plans and definite plans to comply with the Americans With Disabilities Act are in place, is passed on a unanimous voice vote.

With majority consent of the Council the following Motion made by Councilor Moran, seconded by Councilor Rabbitt, to place the following stipulation on the Class B Victualer Liquor License of K.L.C. Associates Inc. d/b/a Macondo, 242 Middle Street, is passed on a unanimous voice vote:
STIPULATION
Off-duty Police officer required at establishment on Friday, Saturday evening between the hours of 8:30 p.m. 1:30 a.m.

With majority consent of the Council the following Motion made by Councilor Moran, seconded by Councilor Rabbitt, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Sgt. Robert Byron, Special Squad, informing him that a stipulation was added to the liquor license of K.L.C. Associates d/b/a Macondo’s, 242 Middle Street, to require a detail police officer on Friday and Saturday evenings and Sgt. Byron is requested to submit a report of any police calls to that location from March 25, 1992, until the next meeting on April 8, 1992.
THE CHAIR RECOGNIZES COUNCILOR MORAN.
With majority consent of the Council the following Motion made by Councilor Moran, seconded by Councilor Rabbitt, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Mr. Robert Thibeault c/o Macondo’s, 242 Middle Street to remind him of his promise to forward to Councilor Moran a Schematic on the parking lot at Macondo’s showing the number of parking spaces available in time for the meeting of April 8, 1992.
Upon Motion made by Councilor Vieira, seconded by Councilman Kinder, the meeting is adjourned at ten eleven o’clock p.m.
