January 22, 1992.
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, January 22, 1992, at eight seven o’clock p.m. All the members are present and Chairman Barry presides.
The reading of the records of January 8, 1992, is dispensed with and the records are approved as prepared by the Clerk.
HEARING REGARDING THE FOLLOWING LIQUOR ESTABLISHMENT IS TAKEN UP:
CLASS B (Victualer)
Arcadia Enterprises Inc. d/b/a Galateo, 210 Dexter Street.
Patrick Quinlan, Assistant City Solicitor, represents the City of Pawtucket.
Paul Rheaune, 344 Chatham Circle, Warwick, RI, manager of Arcadia Enterprises Inc., represents the license holder.
Patrick Quinlan questions Police Officer William Corallis.
Officer Corallis presents a police report to the Council regarding Club Metro, which IS READ AND ORDERED FILED.
Officer Corallis also reports of minors being present in the establishment, but could not tell if any were drinking. He also states that the detail officers, who are required as a stipulation on the license, were not present.
Patrick Quinlan questions Police Sergeant Robert Byron.
Sergeant Byron states that he has been in the establishment two or three times.
Sergeant Byron reads from an “observation report” from December 6, 1991, at 10:30 pm. He notes that no police detail was present. He states that Mr. Rocchio told him that no detail was needed because the establishment was not open to the public. He states that there were 15-20 people in the establishment and 2 or 3 more walked in while he was there.
Sergeant Byron states that it is his opinion that there are two separate operations being run out of the one establishment. He has an unconfirmed report that the Galateo side has been subleased from Tio Baptista to Everett Moscotti, and he assumed that the Club Metro side is subleased to Mr. Rocchio, who is the license holder for the whole establishment.
He also states that the establishments have separate entrances; there were a total of four bars in the two establishments; and he saw no food being served while he was there.
The next speaker is Paul Rheaune.
Mr. Rheaune states that he is being hired as manager for the establishment. In the establishment food is served and the second bar in Club Metro is used for the DJ’s equipment. The rubbish is picked up once or twice a week.
Mr. Rheaune states that he does not know why Mr. Rocchio is not present at the hearing and that Mr. Moscotti works in the kitchen and is a bartender.
There are no other speakers.

Upon Motion made by Councilor Vieira, seconded by Councilor, the CLASS B Victualer liquor license of Arcadia Enterprises Inc., d/b/a Galateo, 210 Dexter Street IS IMMEDIATELY SUSPENDED on a roll call vote, as follows:
Ayes - President Barry, Councilors Calista, Clement, Doyle, Kinder, Moran, Rabbitt, and Vieira.
Noes - 0
SUSPENSION TO BEGIN IMMEDIATELY UNTIL SUCH TIME AS THE LICENSE HOLDER APPEARS BEFORE THE BOARD OF LICENSE COMMISSIONERS TO ENSURE VIOLATIONS OF THE LICENSE ARE RESOLVED FOR THE FOLLOWING REASONS.
1. Not living up to the terms of the license specifically the stipulations as stated on the license.
2. Maintaining two separate businesses under one license.
