A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 5, 1992, at seven forty-one o’clock p.m. All the members are present and Chairman Barry presides.
The reading of the records of January 22, 1992, is dispensed with and the records are approved as prepared by the Clerk.
Claim of Blackstone Valley Electric Company, against the transfer of Class B Victualer liquor license of Derrick’s Food & Spirits, Inc., 242 Middle Street, to K.L.C. Associates d/b/a Macondo in the amount of $2,349.92 is READ AND ORDERED FILED.
Claim of Arcaro, Belilove and Kolodney, Attorneys at Law, against the transfer of Class B Victualer liquor license of Derrick’s Food and Spirits, Inc. of 242 Middle Street to K.L.C Associates, Inc., d/b/a Macondo, in the amount of $199.80 is READ AND ORDERED FILED.

A Public Hearing is held on the following application for license advertised for this time:

K.L.C. Associates, Inc. d/b/a Macondo, (transfer from Derrick’s Food and Spirits Inc.) 242 Middle St. LIC#140
Speaking in favor and representing the applicant is Joseph Raheb, Attorney, 650 Washington Highway, Lincoln, RI.
Mr. Raheb states that the applicant owned the liquor license from 1988 - 1991, then transferred to Derrick’s. They are now taking back the license because Derrick’s has failed to meet its financial obligations. It will be run similarly to the way “Rumors” was run with Kenneth Clauson managing the establishment.
Speaking in favor is applicant Kenneth Clauson, 1044 Lonsdale Ave., Central Falls, RI.
Mr. Clauson states that there will 8-10 employees. The hours of operation will be from noon until 1 a.m.. There will be 6 bartenders and the establishment will be serving food, as there are facilities for this, which will be upgraded. The establishment will be open seven days per week. The basic menu will be hamburgers, sandwiches, etc. There are no plans for entertainment; however, they may have a D.J. on Fridays, Saturdays, and Sundays in the future. He states he does not foresee using live bands. He states that he is aware of parking restrictions on Middle Street. There is off-street parking for about 50 cars. The occupancy limit is 300. There were no problems when K.L.C. ran “Rumors” Mr. Clauson states that he managed an establishment in Providence (Gallery II) and there have been no problems since they have owned it. Gallery II is now run by a management company. He understands there have been prior problems with Derrick’s and will work to keep the neighbors happy.

With majority consent of the Council, the following Motion made by Councilor Vieira seconded by Councilor Clement is passed on a unanimous voice:
The Clerk is instructed to invite Kate Racine, Liquor Control Administrator, to attend a pre-council session on March 11, 1992, to discuss “getting tough” with some of the establishments violating City and State laws in Pawtucket.
