A regular session of the Pawtucket Board of License Commissioners is held Wednesday, April 22, 1992, at seven forty-seven o’clock p.m. All the members are present except Councilor Rabbitt and Chairman Barry presides.
The reading the records of April 8, 14, 1992, are dispensed with and the records are approved as prepared by the Clerk.

Upon Motion made by Councilor Doyle, seconded by Councilor Rabbitt, the Class A Liquor License of Castanheira Associates Inc. d/b/a Fernando’s Liquors, 558 Broadways IS SUSPENDED FOR 28 DAYS on a roll call, as follows:
Ayes - President Barry, Councilors Bray, Calista, Clement, Doyle, Kinder, Moran, Rabbitt, and Vieira.
Noes - 0
SUSPENSION FOR 28 DAYS TO BEGINNING FRIDAY, APRIL 24, 1992 AND ENDING ON FRIDAY, MAY 22, 1992, FOR THE FOLLOWING REASON:
1. Selling alcoholic beverages to minors.

A public hearing is held on the following application for license advertised for this time:
CLASS B (Victualer) REQUEST CHANGE FROM CLASS “D”
LeFoyer Inc., 151 Fountain Street LIC#144.
Speaking in favor is George A. LaPorte, 115 Homewood Ave. North Providence
Mr. LaPorte states that the LeFoyer Club started as a Club 58 years ago. There were 1100 members 7 years ago and now there are 573 members. They have strong Religious, community and French convictions. Today, the average age of the members is 67.
Mr. LaPorte also states that with the change in the type of license that the LeFoyer holds, the revenues will increase by bringing in the public. They will keep the name as The LeFoyer Club, and there are no plans to change the format of the Club. There are 25 members on the of Board of Directors who hold monthly meetings and they truly act as a Fraternal Organization. They have the facilities to prepare food.
There are no other speakers.

Ayes - President Barry, Councilors Bray, Calista, Clement, Doyle, Moran, Rabbitt, and Vieira.

Communication to Pawtucket Board of License Commissioners from Frank A. Rendine, P.E. Director Zoning & Code Enforcement regarding the inspection of property owned by Danglares Lopes at 151 Benefit Street IS READ AND ORDERED FILED.

With majority consent of the Council, the following Motion made by Councilor Moran, seconded by Councilor Kinder is passed on a unanimous voice vote:
The Clerk is instructed to send a letter of Frank Rendine P.E. Director of Zoning & Code Enforcement asking him if a certificate of occupancy can be granted without a handicapped ramp as required under the American Disabilities Act in regards to the property owned by Danglares Lopes at 151 Benefit Street.
THE CHAIR RECOGNIZES COUNCILOR MORAN
With majority consent of the Council, the following Motion made by Councilor Moran, seconded by Councilor Vieira to place the following stipulation the Class B Victualer Liquor License of K.L.C. Associates Inc. d/b/a Macondo, 242 Middle Street, is passed on a unanimous voice vote:
1. Detail Officer on Sunday from 8:30 p.m. to 1:30 a.m.
2. Vendor in parking lot ONLY not on sidewalk.
THE CHAIR RECOGNIZES COUNCILOR MORAN
With majority consent of the Council, the following Motion made by Councilor Moran, seconded by Councilor Vieira is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Det. Sgt. Robert Byron, Special Squad, informing him that stipulations were added to the liquor license of K.L.C. Associates Inc. d/b/a Macondo, 242 Middle Street, to require a detail police officer on Sunday evenings and to require the vendor to sell only from the parking lot. Det. Sgt. Byron is also requested to submit a report of any police calls to that location from April 22, 1992, until the next meeting on May 6, 1992.
Upon Motion made by Councilor Vieira, seconded by Councilor Bray, the meeting is adjourned at nine three o’clock p.m.
