A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 9, 1991, at seven fifty-eight o’clock p.m. All the members are present and Chairman Houle presides.
The reading of the records of September 25, 30, October 3, 1991, is dispensed with and the records are approved as prepared by the Clerk.

The Clerk is instructed to send a warning to Mr. Henry Greeno, owner of Bob’s Lounge, that if the activities which caused this hearing to be held continue in the future, the Board will take sterner actions against this license.

Speaking in favor is Attorney Donald R. Lembo, 1840 Mineral Spring Ave., North Providence, Rhode Island.
Mr. Lembo states that Mrs. Mello is the sole owner of Lopes Liquors, which is closed pending a new location.
Mr. Lembo also states that the property at 151 Benefit St. is owned by Danglares and Elvira Lopes.
Danglares Lopes of 745 England St. Cumberland, states that he does not have a certificate of occupancy. He further states that Mr. Rendine will check the building for the certificate of occupancy after the Board approves the transfer.
Mr. Lopes states that the building is completed and the electrical inspector approved the building.
Mr. Lopes will cooperate with Mr. Rendine.

Upon Motion made by Councilman William Lynch, seconded by Councilman Doyle, the following application for license is Laid on Table on a voice vote until Mr. Rendine inspects the building and reports to the Board at the meeting of October 23, 1991.

A Public Hearing is held on the following application for license advertised for this time:

The Beef Hearth Inc., d/b/a Chelo’s, 825 Newport Avenue (transfer from Main Street Pizza, Inc., 904 Main Street) LIC#149
Speaking in favor is Scott Partington Attorney for Chelo’s, 97 Cottage St.
Mr. Partington states that Chelo’s has been there for 27 years.
Mr. Partington states that Chelo’s has a 3 drink limit at all of its restaurants and will have the same limit at this location. He also states that there will be a small service bar that seats 5-7 people. There will not be a lounge area and drinks are for restaurant patrons only. The Hours of operation will remain the same.
Gary James Chelo of 2300 Mendon Rd. Cumberland, states that customers are requesting that alcoholic beverages be served with their meals and further all other Chelo’s in Rhode Island have liquor licenses.

A Public Hearing is held on the following application for license advertised for this time:
CLASS B (VICTUALER) (Transfer from Class C liquor license)
Rock’s Bar Inc., 684 Prospect Street LIC#151
Speaking in favor is Raymond P. Lambert of 103 Crescent Rd. owner of Rock’s Bar.
Mr. Lambert states that Rock’s Bar has been there since 1907 and that he has owned the bar for 12 years with a Class C Liquor License. He believes that a Class C license is outdated and that he needs a Class B Victualer license to match the competition.
Mr. Lambert also states that he wants to stay a neighborhood bar. He continues on by saying that he wants to serve sandwiches and he wants to be open on Sundays, but he does not want to stay open until 1:00 AM, which is allowed under a Class B Victualer license.
Mr. Lambert concludes by saying that his establishment has a capacity of 45 people and he will be converting his storage room into a food preparation area.
Also speaking in favor is Bill Tamul of 63 Dodge St.
Mr. Tamul states that his property abuts the parking lot of Rock’s Bar, and that there are no problems.
Mr. Tamul also states that the property is kept clean.

THE CHAIR RECOGNIZES COUNCILMAN VIEIRA.
With majority consent of the Council, the following Motion made by councilman Vieira, seconded by Councilmen Kinder and Barry is approved on a unanimous voice vote:
The Clerk is instructed to send a letter to Chief Tomlinson asking for reports of all arrests or significant disturbances at any liquor establishment be sent to the City Clerk’s Office immediately, so that the clerk may notify the District Council Member and the Council Members-at-Large of any reports.

The Clerk is instructed to provide all stipulations on liquor licenses to the police department.
