A regular session of the Pawtucket Board of License Commissioners is held Wednesday, November 20, 1991, at seven thirty- two o’clock p.m. All the members are present except Councilmen Doyle, William Lynch, and Rabbitt and Chairman Barry presides.
The reading of the records of November 6, 1991, is dispensed with and the records are approved as prepared by the Clerk.
Communication to Richard J. Goldstein, City Clerk from Patrick J. Quinlan, Assistant City Solicitor regarding liquor licenses up for renewal IS READ AND ORDERED FILED.
A public hearing on the following application for license advertised for this time for the period beginning DECEMBER 2, 1991, AND ENDING DECEMBER 1, 1992, and no person or persons appearing to object thereto , is GRANTED on a unanimous voice vote:

Karamanolis, President of Voutena Inc. d/b/a Constantine’s, 852-856 Newport Avenue granting the Class B Victualer liquor license with the condition that he is to take the necessary steps to curtail the loud music coming from the second floor of the establishment.
THE FOLLOWING APPLICATION FOR LICENSE WAS LAID ON THE TABLE AT THE MEETING OF NOVEMBER 6, 1991, AND IS AGAIN TAKEN UP AND IS GRANTED on a unanimous voice vote with the following stipulations.

1. No Alcohol shall be served after 12:30 AM
2. There shall be a parking lot attendant from closing until the parking lot is cleared at all functions.

Upon Motion made by Councilman Vieira, seconded by Councilman Kinder, the following application for Class B Victualer Liquor License of Judge Kelley’s Inc. d/b/a Kelley’s Corner Pub, 584 Smithfield Ave. LIC#71 was GRANTED as per order of Liquor Control Administrator with the following Stipulations.
1. A duty officer shall be hired and paid by the license holder to patrol the parking area surrounding Kelley’s Corner Pub on every Friday and Saturday night and all nights that the establishment is having “Specials.”
2. All persons who have not reached their twenty-first birthday are prohibited from Kelley’s Corner Pub.
3. A manager and/or owner Mr. William R. Kelley, Jr. shall be on the premises during operating hours.
4. In addition to the manager and owner a bartender shall be on duty during the hours of operation.
5. The kitchen shall not be open unless a cook is on duty. The manager, owner, and/or bartender shall not do “double duty.”
6. All disturbances, no matter how insignificant shall be reported to the police Immediately.
STIPULATIONS PLACED ON THE FOLLOWING LICENSES
ARCADIA ENTERPRISES O. D/B/A GALATEO, 210 DEXTER ST.
1. Mr. Rocchio or his son will be in attendance and run the establishment while it is open.
2. That there are 2 detail officers and parking lot attendant on duty at all times.
3. That for each additional 100 persons over two hundred in attendance, there will be an additional police officer on duty.
CAPE VERDEAN AMERICAN LOUNGE INC. D/B/A LISBOA A NOITE, 17 EXCHANGE ST. ON FRIDAY, SATURDAY, AND SUNDAY EVENINGS THERE WILL BE TWO SECURITY OFFICERS ON DUTY AT ALL TIMES.
Derrick’s Food and Spirits Inc., 242 Middle St.
1. License holder shall instruct patrons to use parking lot and not park on the street.
The American Polish Mutual Association, 927-929 Central Ave.
1. Uniform Police detail outside Friday & Saturday evenings from 9:30 PM to 1:30 PM.
2. Maximum number of People to be determined by Fire Marshall.
3. No Live Entertainment.
4. Must monitor parking in front and around the establishment for illegal parking.
VOUTENA INC. D/B/A CONSTANTINE’S, 852-856 NEWPORT AVENUE
1. Friday and Saturday evenings there will be a detail officer until 2 AM in the parking lot.
2. The Council wants a report from the neighbors on November 6, and November 20.
3. The cooperation from Constantine’s and Mr. Balkum will continue.
4. Constantine’s will be changed into a restaurant January, 1992.
5. Constantine’s will serve more food to be in compliance with the Class B Victualer license.
