A regular session of the Pawtucket Board of License Commissioners is held Wednesday, June 19, 1991, at eight twelve o’clock p.m. All the members are present and Chairman Houle presides.
The reading the records of June 5, 1991, is dispensed with and the records are approved as prepared by the Clerk.
FORMAL HEARING REGARDING THE FOLLOWING LIQUOR ESTABLISHMENT IS TAKEN UP:
CLASS B (Victualer)
Cape Verdean American Lounge, Inc., d/b/a Lisboa a Noite, 17 Exchange St.
Speaking for the Cape Verdean American Lounge Inc is William Burke, Attorney 75 Park Place, Mr. Joaquim Centeio, President.
Mr. Centeio resides at 161 Mulberry Street, Pawtucket, RI.
Mr. Burke says they are aware of a problem with noise outside the Club at closing time; therefore, the Club has hired one uniform police officer on Sunday nights. Beginning July 1, 1991, they will have Wells Fargo Security Friday, Saturday, and Sunday nights. Beginning the weekend of June 22, 1991 they will have uniform security two nights and a police officer on the third night. He states that they wanted police officers for all three nights but were told that detailed officers were only available on Sundays.
Councilman Barry asks if the neighbors could speak next and have Mr. Centeio come back to respond to their concerns.
The first speaker is Paulette Valois, 10 Goff Avenue. She says she lives at Slater House and has been awakened twice and called for police because of the noise.
Next speaker is Daniel O’Neill, 68 Lincoln Ave, Central Falls.
Mr. O’Neill says that he parks his car in front of the establishment and has had two tires and two mirrors vandalized. He says there are problems with noise, urinating behind the dumpster, and intimidation of the senior citizens.
The next speaker is Doris Hallock, 10 Goff Ave. She says there is fighting and noise mostly on Fridays and Saturdays.
The next speaker is Mary Fisher, 10 Goff Ave. She says she has been awakened on Friday, Saturday, and Sunday evenings at 1:00 a.m. There is foul language from the patrons who leave the establishment and she complains that the police don’t come close enough to the establishment to do anything; they only come up Broad Street.
The next speaker is Mr. Benjamin Reid, 10 Goff Ave. He complains that there is noise there all week long, not just on weekends and there are fights.
Next Mr. Centeio returns. Mr. Centeio says they have eighty people in the lounge per night maximum. He says they are putting in security people. City Officers on Sundays and Wells Fargo the other two nights. They have one officer per night, but if the Council requests it, they will have two per night.

THE CHAIR RECOGNIZES COUNCILMAN VIEIRA.
Upon Motion made by Councilman Vieira, seconded by Councilman Calista, the Clerk is requested to send a communication to the Fire Chief requesting that his department determine the maximum capacity of both the restaurant and lounge areas for the Restaurant Lisboa a Noite; and a letter to the Police Chief requesting a written report of the activities at the Restaurant Lisboa a Noite from the detail officer assigned to work there on Sunday evenings. Further the licensee is allowed to continue operating for three weeks until the meeting of July 10, 1991.

Claim of McLaughlin & Moran, Inc., against the transfer of Class B Victualer liquor license of K.L.C. Associates d/b/a Rumors, 242 Middle St. to Derrick’s Food and Spirits Inc., in the amount of $417.00 IS READ AND ORDERED FILED.

Speaking in favor is Mr. Robert J. Derrick, 242 Middle St. He states that he has never owned a bar before, but he has worked and managed in bars before. He will have bands and DJs there, it will be similar to the current operation.

Uniao Portuguesa Beneficente, Inc., 134 Benefit St. LIC#143
Speaking in favor is Mr. Paul Bettencourt, Attorney for the Club, 1481 Wampanoag Trail, East Providence; and Joe Silveira, 184 Carter Avenue.
Mr. Bettencourt states that the are 650 members of the Club, which has been in existence since October 1925. They have been at the Benefit Street address for seven years; they have parties and social gatherings there, such as weddings. They are open mostly on weekends.

With majority consent of the council, the following Motion made by Councilman Barry, seconded by Councilman Kinder, is passed on a unanimous voice vote:
The Clerk is instructed send a communication to Edgar Robinson, owner of the Town Lounge informing him that the Council has reversed its decision and approves his request to extend the building to build a new Men’s and Ladies Room and a storage area. This will allow Mr. Robinson to take this request before the Zoning Board.
