A regular session of the Pawtucket Board of License Commissioners is held Friday, December 20, 1991, at six three o’clock p.m. All the members are present except Councilmen Robert Lynch, and William Lynch; Chairman Barry presides.
The reading the records of December 11, 1991, is dispensed with and the records are approved as prepared by the Clerk.
Summons to all officers of the Lily Social Club Inc., 158 South Bend Street, to appear at a Formal Hearing scheduled for Friday, December 20, 1991, at 6:00 PM IS READ AND ORDERED FILED.
FORMAL HEARING REGARDING THE FOLLOWING LIQUOR ESTABLISHMENT IS TAKEN UP:
CLASS D (FIRST CLASS)
Lily Social Club, 158 South Bend Street
Representing the City of Pawtucket is Patrick Quinlan, Esq., Deputy City Solicitor.
Representing the Lily Social Club is Robert Rahill, Esq., 174 Armistice Blvd., Pawtucket.
Mr. Quinlan introduces the Class D license of the Lily Social Club and letters from Mrs. Louise Wenz requesting and then rescinding requests to serve alcoholic beverages outside the Lily Social Club on July 4, 1991.
Testifying is Robert E. Eckman, the Municipal Court and Detail Officer for the City of Pawtucket. He states that he was on a detail at McCoy Stadium Thanksgiving Day. He states that patrons were outside the Lily Social Club, where the Club appeared to be dispensing beer to them. The garage door was open, which appears to be the area from which the alcohol was dispensed. He states that 15 to 20 people were stopped at the McCoy Stadium entrance carrying beer.
On questioning from Mr. Rahill, Officer Eckman states that he has no knowledge of a problem at the Lily Social Club and there was a detail officer on duty at the Club.
Officer Eckman said that one person told him that he had bought beer at the Lily Social Club when he was going into McCoy Stadium.
Councilman Rabbitt asks if the Officer who had the detail at the Lily Social Club was present.
Officer Eckman said he was not.
Councilman Rabbitt says he does not think the hearing should continue until they here from the detail officer who was on duty at the Lily Social Club on this particular day.
Upon Motion made by Councilman Calista, seconded by Councilman Rabbitt, the Hearing is recessed until January 8, 1992.
Upon Motion made by Councilman Rabbitt, seconded by Councilman Calista, the license of the Lily Social Club is restored until the Hearing is completed.

With majority consent of the Council, the following Motion made by Councilman Rabbitt, seconded by Councilman Calista, is approved on a unanimous voice vote:
The Clerk is instructed to request the owner of the Dublin Inn to attend a Formal Hearing to be held on Wednesday, January 8, 1992, regarding gambling charges.

Communication from Police Detective Sergeant Robert Byron to City Council President Barry regarding the Portuguese Social Club, 131 School Street.
In conformity with Chapter 242 Public Laws of Rhode Island 1962, Class B Establishments are hereby entitled to remain open on New Year’s Morning, January 1, 1992, until 3:00 o’clock a.m. Alcoholic Beverages however, CANNOT be sold after the usual closing hour of one (1:00) a.m.
In conformity with Section 3-8-1 of the General Laws of The State of Rhode Island, Class C Liquor Establishments are hereby entitled to be open on New Year’s Day, 1992.
Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the meeting is adjourned at eight thirty-four o’clock p.m.
