A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 24, 1990, at seven thirty-three o’clock p.m. All the members are present except Councilmen Robert Lynch and Rabbitt; and Chairman Houle presides.
The reading of the records of October 10, 1990, is dispensed with and the records are approved as prepared by the Clerk.
FORMAL HEARING regarding the CLASS D - Dante Alighieri Social Club, 22 Hurley Avenue is taken up:
First speaker is Maria Carvalho, 73 Forest Avenue, Pawtucket, RI. Ms. Carvalho states she wants a quiet, clean, safe place to live. She states there is drinking outside the establishment, vulgarity, screaming outside, illegal parking, littering, urinating outside, loud music, etc. Ms. Carvalho lists the following dates and complaints:
September 27 - Loud Noise at night
September 29 - Loud - fighting - illegal parking
October 8 - Met with owners to discuss problems
October 9 - Building cleaned as promised
October 10 - Illegal Parking
October 11 - City put barrel in Street they were working on
October 12 - Loud music - called club, lowered music
October 19 - Couple making out in car
Next speaker is Paul Begin, 55 Forest Ave., Pawtucket, RI. Mr. Forest states that he has lived at this address for 35 years. Complains of cars parking on both sides of street, noise problems, patrons don’t leave neighborhood, people smoking marijuana.
Next speaker is Joseph Moitoiso, 85 Forest Ave., Pawtucket, RI. Mr. Moitoiso states he lives in a house behind the Club, There is noise at 1:00 AM, and people are snorting something.
Next Speaker is Albert Vitali, owner, 43 Langdon Avenue, Pawtucket, RI. Mr. Vitali states he has told the neighbors to call him if there are problems at the Club; he lives near the Club. He states the neighbors won’t give him a chance to solve the problems, they don’t call him. He states the neighbors are fabricating things; there are some problems, but they are working to correct them. He further states that there is no dope, he hates dope.
There are no other speakers.

THE CHAIR RECOGNIZES COUNCILMAN BARRY.
With majority consent of the Council, upon Motion made by Councilman Barry, seconded by Councilman Vieira, the following Stipulation on the Class D liquor license for the Dante Alighieri Social Club, is APPROVED on a voice vote; COUNCILMAN WILLIAM LYNCH ABSTAINS FROM VOTING:
STIPULATIONS:
1. The “last call” be held at the establishment at 12:30 a.m. and that the establishment be cleared of patrons by 1:00 a.m.
2. That a private uniformed person be hired on Thursday, Friday, and Saturday evenings to maintain order and to patrol the outside of the building from the hours of 8:30 p.m. to 1:30 a.m.
3. That the licensee is reminded that no drinking is allowed outside the establishment.
Communication from Gerald J. Pouliot, Assistant City Solicitor regarding new date of hearing in the matter of Portugalia Liquors is READ AND ORDERED FILED.
Communication from Gerald S. Goldstein, Liquor Control Administrator, rescheduling the liquor hearing in the matter of Portugalia Liquors to December 19, 1990, at 9:30 AM is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILMAN CALISTA.
With majority consent of the Council, the following Motion made by Councilman Calista, seconded by Councilman Doyle, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Gerald S. Goldstein, Liquor Control Administrator, asking why the hearing on the matter of Portugalia Liquors Inc. was postponed for a period of two months.
The following PETITION FOR LICENSE is GRANTED on a unanimous voice vote:

St. Cecilia’s Cub Scout Pack 28, to sell alcoholic beverages at a Fund Raiser Dance at St. Cecilia’s Church Hall, Central Avenue, Pawtucket, RI, on Saturday, October 27, 1990, from 8 PM - 1 AM. LIC #22
THE CHAIR RECOGNIZES COUNCILMAN DOYLE.
With majority consent of the Council, the following Motion made by Councilman Doyle, seconded by Councilman Barry, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to the American Polish Mutual Association, 927-929 Central Avenue, informing them of the following Stipulation placed on their liquor license:
Arrangements must be made with the police department to have an off-duty police officer assigned on Thursday, Friday, and Saturday evenings between the hours of 9 PM - 1 AM, for a three month period, beginning immediately. The Clerk is further instructed to forward a copy of said Stipulation to the Chief of Police and request that he report to the City Council in time for the November 7, 1990, meeting as to whether or not The American Polish Mutual Association has complied with the stipulation.
Upon Motion made by Councilman Barry seconded by Councilman Kinder, the meeting is adjourned at eight four o’clock p.m.
