A regular session of the Pawtucket Board of License Commissioners is held Wednesday, November 7, 1990, at seven forty-seven o’clock p.m. All the members are present except Councilman Robert Lynch and Chairman Houle presides.
The reading of the records of October 24, 1990, is dispensed with and the records are approved as prepared by the Clerk.

The Clerk is instructed to send a communication to Lester Wolf requesting that he attend a pre-council session on November 21, 1990, to discuss the problem with getting a detail officer at the Polish Home on Central Avenue, as required by a Stipulation placed on this liquor license. The Clerk is further instructed to send a copy of said Stipulation as a reminder of the Board’s requirement.
The Clerk is also requested to invite John Tomlinson, Chief of Police, or his representative, to attend this pre-council session.

1. Uniform police detail outside Friday & Saturday evenings from 9:30 - 1:30 PM
2. Maximum number of people to be determined by Fire Marshall

1. “Last Call” be held at the establishment at 12:30 AM and the establishment be cleared of patrons by 1 AM.
2. A private uniformed person be hired on Thursday, Friday and Saturday evenings to maintain order and to patrol the outside of the building from the hours of 8:30 PM to 1:30 AM.
3. The licensee is reminded that no drinking is allowed outside the establishment.

The Clerk is instructed to send a communication to Fred Joslyn, City Solicitor requesting a legal opinion regarding liquor licenses which are under the jurisdiction of the Court system; specifically the practice not to put up for renewal those licenses which the Courts have ruled can stay open pending further action; the case in point being Lopes Liquors.
