A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 21, 1990, at seven forty-seven o’clock p.m. All the members are present and Chairman Houle presides.
The reading of the records of March 7, 1990, is dispensed with and the records are approved as prepared by the Clerk.
Communication from the Polish Home on 727 Central Avenue requesting that the police detail be cancelled is READ AND ORDERED FILED.
Memo to Chief of Police John W. Tomlinson regarding police detail at Polish Home on Central Avenue is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILMAN DOYLE.
With majority consent of the Council, the following Motion made by Councilman Doyle, seconded by Councilman Calista, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Michael Cinquegrana, President of The American Polish Mutual Association, informing him that the Board of License Commissioners is releasing the Polish Home from its arrangement with the Police Department for a police detail for a three week period until the April 11, 1990, meeting of the Board of License Commissioners, at which time the situation will be re-assessed and a decision will be based on the results of a meeting with the neighbors in the vicinity of the establishment.
Communication from Gerald J. Pouliot, Assistant City Solicitor regarding Lopes Liquors is READ AND ORDERED FILED.
Claim of Eastern Utilities against the transfer of John F. Rahill d/b/a Heritage Tap, 266 Grand Avenue & 147 Suffolk Avenue to Alfred Oddi d/b/a Heritage Tap in the amount of $182.76 is READ AND ORDERED FILED.
A Public Hearing is held on the following application for license advertised for this time:
CLASS B (Victualer)
Alfred Oddi d/b/a Heritage Tap (transfer from John F. Rahill d/b/a Heritage Tap), 266 Grand Ave & 147 Suffolk Ave. LIC #143
Speaking in favor is Alfred Oddi, 104 Clifford Street, Pawtucket, RI.
Mr. Oddi states that he used to own the Brookside Club in North Providence.
He will work full time at the Heritage Tap and it will be a family run business. He will keep it as a neighborhood bar and he will keep the side door closed which is on Suffolk Avenue. He further states that he will maintain the dumpster.
Speaking in opposition is Jiray Avedisian, 64 Hanover Avenue, Pawtucket, RI.
Mr. Avedisian states that he owns the property behind the bar. He states that the bar is in a poor location for a bar, being in a residential area. He has had no problems with the current owner but has had problems with broken bottles and noise.
Alex Rutkowski, 58 Hanover Avenue, Pawtucket, RI.
Mr. Rutkowski states that neighbors had to install fences to keep out rodents for approximately two years.
The removal of bottles from the dumpster is noisy.
Charlene Reynolds, 139 Suffolk Avenue, Pawtucket, RI.
Ms. Reynolds states that she has had some problems with patrons, bottles, noise and with parking on the corner of the street.
She does not want a bar there and is uncertain about the new owners. She would like to get together with the new owner and other residents.
Leonard Rocheleau, 148 Suffolk Avenue, Pawtucket, RI.
Mr. Rocheleau states that the patrons are noisy and there are beer bottles on the sidewalk.
There are no other speakers.
The hearing is closed.
The Board recesses at eight seventeen o’clock p.m. to allow those in opposition to discuss their concerns with Mr. Oddi.
The Board reconvenes at eight fifty-five o’clock p.m.
Charlene Reynolds speaks for the neighbors and states that they are satisfied that Mr. Oddi will work with the neighbors to solve the problems that the neighbors are concerned with.
Upon Motion made by Councilman Doyle, seconded by Councilman Calista and Councilman Kinder, the following application for license is APPROVED on a unanimous voice vote:
