A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 21, 1990, at seven thirty-five o’clock p.m. All the members are present except Councilmen Calista, William Lynch, and Rabbitt; Chairman Houle presides.
The reading of the records of February 7, 1990, is dispensed with and the records are approved as prepared by the Clerk.
A Public Hearing is held on the following application for license advertised for this time:
CLASS A
State Line Pharmacy Inc., 640 Broadway
(transfer from Brooks Drug Inc., 150 Mineral Spring Ave.) LIC #142
Speaking in favor is Gary Blais, attorney representing applicant.
Mr. Blais states that the applicant, Mr. Albanese, has operated the State Line Pharmacy for 35 years as a family business. His hours are 9-9 Monday thru Saturday. There is parking for 25 cars in a well lit lot and there is no opposition from the nearby church (Our Lady of Consolation); however, there is nothing in writing.
Speaking in favor is Aldo Albanese, 640 Broadway, Pawtucket, RI.
Mr. Albanese states that the well-being of the neighborhood and his patrons comes first.
Councilman Doyle asks why after all these years does Mr. Albanese want a liquor license.
Mr. Albanese states that the profit margin on prescriptions has dropped due to prescriptions being paid by third parties. It takes 15 - 90 days to get money from the third party payers on prescriptions.
Speaking against is Mary McMahon, attorney 200 Main Street, Pawtucket, representing Walsh Liquors at the corner of Broadway and Industrial Highway.
Ms. McMahon states that the area is overpopulated with liquor establishments. There are 3 liquor stores and four tavern in a five - six block area. Walsh Liquors has been in the area for 58 years. Ms McMahon further states that the State Line Pharmacy is at a dangerous intersection.
Speaking against is Rosa Castanheira, 84 Thomas Avenue, Pawtucket, RI.
Ms. Castanheira states that she owns Fernando’s Liquors which is nearby. She states that she has been in business for one year, business is tough, and this is her sole source of income unlike the State Line Pharmacy which has other sources of income.
There are no other speakers.

THE CHAIR RECOGNIZES COUNCILMAN DOYLE.
With majority consent of the Council, Councilman Doyle introduces the following entitled communcation:
“Communication from Stella M. Frechette, 591 Broadway opposing the transfer of the liquor license of Brooks to the State Line Pharmacy.”
Upon Motion made by Councilman Doyle, seconded by Councilman Barry, the following entitled communication is READ AND ORDERED FILED:
“Communication from Stella M. Frechette, 591 Broadway opposing the transfer of the liquor license of Brooks to the State Line Pharmacy.”
Upon Motion made by Councilman Doyle, seconded by Councilman Barry, the following applicaton for license transfer is LAID ON THE TABLE, on a unanimous voice vote, due to the absence of Councilman William Lynch, who is the Councilman for the district in which the State Line Pharmacy is located.
Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the meeting is adjourned at seven fifty o’clock p.m.
