A regular session of the Pawtucket City Council was held Wednesday, September 25, 2024, at 8:25 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

 

Present – President Mercer, Councilors Araujo, Gregor, Moran, Moreno, Rubio, Stachowiak, and Wildenhain.

 

Absent – Councilor Coderre.

 

President Mercer presided.

 

 

1.      The reading of the records of the September 11, 2024 Committee on Claims and Pending Suits meeting, Ordinance Committee meeting, and City Council meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

 

 

2.      Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED on a unanimous voice vote:

 

3.      *THE FOLLOWING COMMUNICATIONS WERE READ AND ORDERED FILED

           

A.    1 - Memorandum from Det. Lieutenant Daniel Ashworth, Pawtucket Police Department, to the Honorable Members of the Pawtucket City Council (2024 Justice Assistance Grant)

           

B.     622 - Communication from Carl Johnson, Zoning Director, to Lori Spangler, External Affairs Manager, RI Energy (Condition of Utility Poles)

           

C.     623 - Communication from William G. Keegan, Jr., Acting Human Resources Director, to the Honorable Terrence E. Mercer, City Council President (Request for Amendments to the Schedule of Annual Pay Rates for Unclassified Non-Union Positions; Including Heads of Departments and Appointed Positions) WAS TAKEN UP AT THE JULY 10, 2024 CITY COUNCIL MEETING AND WAS AGAIN TAKEN UP

D.    590 - Communication from Ryan J. Holt, Chief of Staff, to the Honorable Terrence E. Mercer, City Council President (Status of Request for Amendments to the Schedule of Pay Rates for Unclassified Non-Union Positions, Including Heads of Departments and Appointed Positions) WAS READ AND ORDERED FILED.

 

THE CHAIR RECOGNIZED COUNCILOR WILDENHAIN:

 

With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilor Araujo, was PASSED on a unanimous voice vote:

 

The Clerk was instructed to send a communication to Paul Gallagher, Human Resources Director, requesting an update on Mr. Holt’s status and his job classification.

 

The Clerk was further instructed to send a communication to Ryan Holt, Chief of Staff, requesting the following additional information regarding AN ORDINANCE REPEALING AND REPLACING THE SCHEDULE OF PAY RATES FOR UNCLASSIFIED NON-UNION POSITIONS INCLUDING HEADS OF DEPARTMENTS AND APPOINTED OFFICIALS IN SECTION §88-12 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, which will be taken up at the Finance Committee meeting on October 9, 2024:

 

1.         What changes have there been since the last pay rate increase;

2.         Are there any market comparisons for these positions;

3.         Have there been any changes in the job descriptions for these positions;

4.         What are the budget implications for these changes?

 

 

E.     609 - Communication from Christopher Montalto, Supervisor, Distribution Design, RI Energy, to the Honorable Members of the Pawtucket City Council, submitting a new joint pole installation at Roosevelt Avenue WAS APPROVED PENDING THE APPROVAL OF THE DIRECTOR OF PUBLIC WORKS.

AN ORDINANCE IN AMENDMENT OF CHAPTERS 7, 11, 40, 50, 162, 293 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, REGARDING FILING OF ANNUAL REPORTS

AN ORDINANCE ADDING CHAPTER 227 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, ENTITLED “GRAFFITI” (SUBSTITUTE B)

AN ORDINANCE IN AMENDMENT OF CHAPTER 410 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET 1996, ENTITLED “ZONING”. (Riverfront Development Districts)

 

 

7.      The following ordinance was read for the SECOND time and APPROVED on a roll call vote, as follows:

 

AYES – President Mercer, Councilors Araujo, Gregor, Moran, Moreno, Rubio, Stachowiak, and Wildenhain.

 

NOES – 0.

 

AN ORDINANCE IN AMENDMENT OF CHAPTER 410 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, ENTITLED “ZONING” CHANGE IN OFFICIAL ZONING MAP (ADDITION OF 70 LOWDEN STREET TO THE HISTORIC DISTRICT)

 

Upon motion made by Councilor Wildenhain, seconded by the entire City Council, the meeting was adjourned in memory of Elaine Holmes and all those who lost their lives on September 11, 2001, at 8:45 PM.
