City Council, October 9, 2024

 

A regular session of the Pawtucket City Council was held Wednesday, October 9, 2024, at 7:21 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

 

Present – President Mercer, Councilors Araujo, Coderre, Moran, Moreno, Rubio, Stachowiak and Wildenhain.

Absent – Councilor Gregor.

President Mercer presided.

 

 

1.      The reading of the records of the September 25, 2024 City Council meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

2.      Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED on a unanimous voice vote

3.      The Following Communications Were Read And Ordered Filed

A. 611 - Communication from Jeannine S. Bourski, Deputy Finance Director, to the Honorable Members of the Pawtucket City Council (Statement of Estimated, Realized and Unrealized Revenues for the fiscal period July 1, 2024, through July 31, 2024)

B. 611 -  Communication from Jeannine S. Bourski, Deputy Finance Director, to the Honorable Members of the Pawtucket City Council (Statement of Estimated, Realized and Unrealized Revenues for the fiscal period July 1, 2024, through August 31, 2024)

4.      AN ORDINANCE REPEALING AND REPLACING THE SCHEDULE OF PAY RATES FOR LOCAL 1012 IN §88-12 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996. (CORRECTIVE CHANGES – SUBSTITUTE A) WAS LAID ON THE TABLE AND REFERRED TO THE FINANCE COMMITTEE

               

5.      THE FOLLOWING CLAIM FOR DAMAGES AGAINST THE CITY WAS REFERRED TO THE COMMITTEE ON CLAIMS AND PENDING SUITS:

A.    Domingas G. Dacosta – $239.62 (Pothole)

THE FOLLOWING CLAIMS FOR DAMAGES AGAINST THE CITY WAS REFERRED TO THE LAW DEPARTMENT AND RI
INTERLOCAL TRUST:

C.     Julio Rodriguez – $5,000 (Property)

6.      590 - Communication from His Honor, Mayor Donald R. Grebien, to the Honorable Members of the Pawtucket City Council (Introducing Mark Hayward as Acting Commerce Director) WAS READ AND ORDERED FILED

THE CHAIR RECOGNIZED COUNCILOR WILDENHAIN

With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilor Stachowiak, was PASSED on a unanimous voice vote:

The Clerk was instructed to send a communication to Mark Stankiewicz, Finance Director, and Paul Gallagher, Human Resources Director, asking the following questions regarding the appointment of an Assistant Commerce Director:

•                     How many filled positions are not in a pay plan?

•                     Which jobs are paid for from grants, through ARPA, or another source outside the general fund?

•                     Are those positions paid for outside the general fund in a pay plan?  If not, how is the compensation for those positions determined?

UPON RECOMMENDATION OF THE COMMITTEE ON CLAIMS AND PENDING SUITS, THE MOTION TO DENY AND REFER TO THE RI DEPARTMENT OF TRANSPORTATION THE FOLLOWING CLAIM FOR DAMAGES AGAINST THE CITY WAS APPROVED ON A ROLL CALL VOTE, AS FOLLOWS:

AYES – President Mercer, Councilors Araujo, Coderre, Moran, Moreno, Rubio, Stachowiak and Wildenhain.

NOES – 0.

Matthew Ward – $393.26 (Pothole)

Upon motion made by Councilor Araujo, seconded by the Councilor Moran, the meeting was adjourned in memory of Emma Miniati and in hope for the people of Florida, at 7:31 PM.
