A regular session of the Pawtucket City Council was held Wednesday, December 18, 2024, at 6:17 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moreno, Rubio, Stachowiak and Wildenhain.

Absent – Councilor Moran.

President Mercer presided.

1. The reading of the records of the December 11, 2024 Joint Public Works/Cemetery & Finance Committees meeting, Committee on Claims & Pending Suits meeting, and City Council meeting was dispensed with and the records were APPROVED as prepared by the Clerk.

2. Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED on a unanimous voice vote:

G. THE FOLLOWING CLAIM FOR DAMAGES AGAINST THE CITY TO BE REFERRED TO THE LAW DEPARTMENT & RI INTERLOCAL TRUST:

1. James D. Lassiter by Progressive Insurance (Subrogation) – $3,868.00 (Vehicle)

THE CHAIR RECOGNIZED COUNCILOR GREGOR

With majority consent of the Council, the following motion made by Councilor Gregor, seconded by Councilor Wildenhain, was PASSED on a unanimous voice vote:

The Clerk was instructed to send a communication to Bianca Policastro, Planning Director; Carl Johnson, Zoning Director; and Eric Hammerschlag, City Engineer, requesting information regarding the property at 1 Moshassuck Street to determine whether this property complies with both state and local development and construction standards as well as additional information including:

A list of all permits that have been issued for this property;
What is the current status of those permits – which ones are still active and which ones have expired?
Are there any violations relating to development and construction; land development regulations, including the Planning Department’s land development regulations; state or federal regulations?
Are any laws being violated?
What is being done because the fencing protecting the perimeter of the property is no longer there?
What is being done to stop the seepage into the storm drains and the river?
Why has the excavation debris been allowed to remain on the property and not be removed as required?
How much longer will the property be allowed to remain in its current condition?

3. UPON RECOMMENDATION FROM THE PUBLIC WORKS/CEMETERY COMMITTEE AND THE FINANCE COMMITTEE, THE FOLLOWING RESOLUTION WAS APPROVED ON A ROLL CALL VOTE, AS FOLLOWS:

AYES – President Mercer, Councilors Araujo, Coderre, Gregor, Moreno, Rubio, Stachowiak and Wildenhain.

NOES – 0.

RESOLUTION APPROVING THE LOCAL PUBLIC AGENCY AGREEMENT BETWEEN THE STATE OF RHODE ISLAND AND THE CITY OF PAWTUCKET, FOR THE APPROVED PROJECT ELIGIBLE FOR MRBP FUNDING 2025.

Council President Mercer adjourned the meeting at 6:33 PM.
