City Council, September 20, 2023
A regular session of the Pawtucket City Council was held Wednesday, September 20, 2023, at 7:33 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Mercer, Councilors Araujo, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – Councilor Coderre.
President Mercer presided.
THE COUNCIL RECESSED IMMEDIATELY TO CONDUCT PUBLIC HEARINGS ON THE FOLLOWING:

THE COUNCIL RECONVENED AT 7:43 PM.
The reading of the records of the September 6, 2023 City Council meeting, the Committee on Claims and Pending Suits meeting, the City Property Committee meeting, the Ordinance Committee meeting, and the License Committee meeting was dispensed with and the records were APPROVED as prepared by the Clerk.
Upon motion made by Councilor Araujo, seconded by Councilor Rubio, the *Consent Agenda was APPROVED on a unanimous voice vote:

The Clerk was instructed to send a reminder to all boards, commissions and subcommittees which have not yet submitted to the city council their new Public Input rules incorporating the latest change to the public input ordinance, to do so.

THE CHAIR RECOGNIZED COUNCILOR MORAN
With majority consent of the Council, the following motion made by Councilor Moran, seconded by Councilor Stachowiak, was PASSED on a unanimous voice vote:
The Clerk was instructed to send a communication to RIDOT regarding the amount of traffic in the vicinity of the intersection of Newport Ave and Cottage St, especially between the hours of 3:00-7:00 p.m., to ask if recalibrating the traffic light at that intersection is a possible way to alleviate some congestion in that area.
THE CHAIR RECOGNIZED COUNCILOR MORAN
With majority consent of the Council, the following motion made by Councilor Moran, seconded by Councilor Stachowiak, was PASSED on a unanimous voice vote:
The Clerk was instructed to send a communication to the Public Works Department to look into placing signage or to suggest other methods to improve traffic flow in the area around the intersection of Newport Ave. and Cottage St.
3 H. Communication from James T. Chellel, Jr., Pawtucket School Committee Chair, to Terrence E. Mercer (School Department Site Control for the Unified High School) WAS READ AND ORDERED FILED
THE CHAIR RECOGNIZED COUNCILOR WILDENHAIN
With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilors Moreno, Moran, Araujo, Rubio and Stachowiak, was PASSED on a unanimous voice vote:
The Clerk was instructed to send a communication to the RI Department of Education (RIDE) regarding the construction of the new high school in Pawtucket. The Council asked if they may be able to create a special school building committee, as was done in 1974 with the construction of Jenks Junior High School, and if so, are there are any new requirements or regulations on such a committee about which the council should be aware.

588 RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF INTENT WITH UNISON US OPCO, LLC, FOR AN EXCLUSIVE PERPETUAL EASEMENT ON THE SMOKESTACK AT 240 GROTTO AVENUE FOR TELECOMMUNICATION SERVICES.
