City Council, October 19, 2022

 

A regular session of the Pawtucket City Council is held Wednesday, October 19, 2022, at 8:04 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – President Moran, Councilors Araujo, DaRosa, Gregor, Mercer, Schuette, Stachowiak, Vasquez and Wildenhain.

 

Absent – 0.

 

President Moran presides.

 

THE CHAIR RECOGNIZES COUNCILOR MERCER

 

Upon motion made by Councilor Mercer, seconded by Councilor DaRosa, the agenda is amended to include the following communication, on a unanimous voice vote:

 

Communication from Tina Goncalves, Chief of Police, to the Honorable Members of the Pawtucket City Council (Response – Homeless shelters)

THE CHAIR RECOGNIZES COUNCILOR GREGOR.

 

With majority consent of the Council, Councilor Gregor requests that the City Council minutes of October 5, 2022, be amended on page 212, regarding the resolution entitled “RESOLUTION AUTHORIZING THE EXECUTION OF A PURCHASE AND SALE AGREEMENT BETWEEN THE CITY OF PAWTUCKET AND THE RIVERSIDE BURIAL SOCIETY OF PAWTUCKET A/K/A RIVERSIDE CEMETERY TO PURSUE ACQUISITION ON 9.49 ACRES OF UNDEVELOPED LAND GENERALLY LOCATED AT 724 PLEASANT STREET; ASSESSOR’S PLAT 67, LOTS 02, 03, 08 AND NORTHERNMOST PORTION OF LOT 15.  (SUBSTITUTE A)” to include the following:

 

COUNCILOR GREGOR STATES FOR THE RECORD THAT HE OBJECTS TO THE VOTE JUST TAKEN ON THIS RESOLUTION, AS THE APPRAISAL WAS NOT ATTACHED, PURSUANT TO SECTION 76-2 OF THE CODE OF ORDINANCES.

 

Upon motion made by Councilor Gregor, seconded by Councilor Schuette, page 212 of the City Council minutes of October 5, 2022, is AMENDED to include the above statement on a unanimous voice vote.

 

 

The reading of the records of the October 5, 2022, meetings of the City Council, as amended, City Property Committee, Committee on Claims and Pending Suits and Ordinance Committee is dispensed with and the records are APPROVED as prepared by the Clerk.

 

 

Upon motion made by Councilor Mercer, seconded by Councilor Araujo, the *Consent Agenda is APPROVED on a unanimous voice vote:

 

028      A.     Various Forms and Statements from RI Infrastructure Bank.

 

1          B.     Communication from Tina Goncalves, Chief of Police and Acting Public Safety Director, to The Honorable David P. Moran, Council President (Response – Compiling reports from speed trailer) is READ AND ORDERED FILED

 

THE CHAIR RECOGNIZES COUNCILOR STACHOWIAK

 

With majority consent of the Council, the following motion made by Councilor Stachowiak, seconded by Councilors Wildenhain, Gregor and Schuette, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to Tina Goncalves, Chief of Police asking for options to slow down traffic on Power Road. It was suggested that the Police Department work directly with the Traffic Division. Councilor Stachowiak noted that the speed trailer has been on Power Road several times, but the situation is not improved. The Council hopes that the Police has other ideas that may be effective in slowing traffic.

 

The City Council also requests that all traffic reports that are readily available be sent to the council while the rest are being compiled.

 

 

614      C.     Communication from Chris Crawley, Acting Public Works Director, to the Honorable Members of the Pawtucket City Council (Response – Beautification of City Parks) is READ AND ORDERED FILED.

 

THE CHAIR RECOGNIZES COUNCILOR DAROSA

 

With majority consent of the Council, the following motion made by Councilor DaRosa, seconded by Councilors Mercer and Wildenhain, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to John Blais, Parks and Recreation Director, asking for ideas for Holiday events at Payne Park and John Street such as placing lights at the playgrounds. The Council suggests the Parks Department works with the Woodlawn Community Center on this matter.

 

 

 

THE CHAIR RECOGNIZES COUNCILOR ARAUJO.

 

Upon motion made by Councilor Araujo, seconded by Councilor Vasquez, the agenda is amended to include the following communication, on a unanimous voice vote:

 

Communication from Bianca Policastro, Planning Director, to the Honorable Members of the Pawtucket City Council, regarding the Planning Commission’s approval of the Purchase and Sale Agreement of Morley Field.

 

Upon motion made by Councilor Araujo, seconded by Councilor Vasquez, the following communication is READ AND ORDERED FILED on a unanimous voice vote.

 

592      Communication from Bianca Policastro, Planning Director, to the Honorable Members of the Pawtucket City Council, regarding the Planning Commission’s approval of the Purchase and Sale Agreement of Morley Field.

 

 

UPON RECOMMENDATION OF THE CITY PROPERTY COMMITTEE, THE FOLLOWING RESOLUTION IS APPROVED ON A ROLL CALL VOTE, AS FOLLOWS:

 

AYES - President Moran, Councilors Araujo, Mercer, Stachowiak, and Wildenhain.

 

NOES – Councilors DaRosa, Gregor, Schuette and Vasquez.

 

588      RESOLUTION AUTHORIZING THE PURCHASE AND SALE AGREEMENT WITH JK EQUITIES LLC FOR PLAT 62A, LOT 309, LOCATED AT 94 MOSHASSUCK STREET.

 

 

The following resolution, which is submitted by the City Property Committee with a recommendation for APPROVAL, is taken up:

 

RESOLUTION REQUESTING THE ADMINISTRATION TO WORK WITH THE WOODLAWN NEIGHBORHOOD ASSOCIATION TO ENSURE THE REOPENING AND REHABILITATION OF THE RECREATIONAL FACILITY AT GRENVILLE STREET (AP62 L291)

Upon motion made by Councilor DaRosa, seconded by Councilors Araujo and Mercer, the following AMENDMENT to the above resolution is taken up:

To add “The Pawtucket Parks Commission” to the groups the city will work with on this project

 

Upon motion made by Councilor DaRosa, seconded by Councilors Araujo and Mercer, the following amendment is PASSED on a roll call vote, as follows:

ABSTAIN – Councilors Gregor and Schuette

 

Councilor Gregor abstains, no report filed.

 

Councilor Schuette abstains based on her statement that she has an interest in serving on the Parks Commission (Report filed).
