City Council, June 22, 2022
A regular session of the Pawtucket City Council is held Wednesday, June 22, 2022, at 7:11 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – President Moran, Councilors Araujo, DaRosa, Gregor, Mercer, and Wildenhain.
Absent – Councilors Schuette, Stachowiak, and Vasquez.
President Moran presides.
The reading of the records of the June 8, 2022 Finance Committee meeting, Claims and Pending Suits Committee meeting and City Council meeting is dispensed with and the records are APPROVED as prepared by the Clerk.
Upon motion made by Councilor Mercer, seconded by Councilor Gregor, the *Consent Agenda is APPROVED on a unanimous voice vote:

With the majority consent of the Council, the following motion made by Councilor DaRosa, seconded by Councilor Mercer, is PASSED on a unanimous voice vote:
The Clerk is instructed to contact David Clemente, Public Works Director, requesting that if the city feels it is necessary to close Morley Field out of an abundance of caution, then it should make sure that Morley Field is sufficiently secured to ensure no one will use it. The Council also requests that proper signage be placed at Morley Field to let people know they must keep off the field.

The Clerk is instructed to contact Bianca Policastro, Planning Director, and Frank Milos, City Solicitor, requesting that they attend a pre-council meeting of the City Council on Wednesday, August 10, 2022, to answer questions the council has regarding Morley Field.

THE CITY COUNCIL TAKES UP THE FOLLOWING:
Ratification of the Contract between RI Council 94 AFSCME, AFL-CIO, Local 1012 and the City of Pawtucket for the period of July 21, 2021 to June 30, 2024
THE FINANCE COMMITTEE RECOMMENDS THE FOLLOWING AMENDMENT TO THE CONTRACT BETWEEN RI COUNCIL 94 AFSCME, AFL-CIO, LOCAL 1012 AND THE CITY OF PAWTUCKET FOR THE PERIOD OF JULY 21, 2021 TO JUNE 30, 2024:
Amend Appendix A of the Contract with Local 1012, as follows:
• On Pages 41 and 44 – Change the job titles of Fleet Mechanic I, Fleet Mechanic II and Fleet Mechanic III to Fire Fleet Mechanic I, Fire Fleet Mechanic II and Fire Fleet Mechanic III
• On Page 45 – Change the pay rate for the Principal Tax Assistant from R39 to R41; add the position of Senior Operations Technician Trainer at a pay rate of R44; and change the pay rate for the Senior Service Secretary from R27 to R31.
• On Page 46 – Change the pay rate for the Senior Service/Case worker from R29 to R33; eliminate the position of Senior Services Coordinator at R55; and change the pay rate for the Senior Services/Program Coordinator from R27 to R33.
Upon motion by Councilor Wildenhain, seconded by Councilor Araujo, the above amendment to the Contract between RI Council 94 AFSCME, AFL-CIO, Local 1012 and the City of Pawtucket for the period of July 21, 2021 to June 30, 2024, is APPROVED on a roll call vote, as follows:

AN ORDINANCE REPEALING AND REPLACING THE SCHEDULE OF PAY RATES FOR THE LOCAL 1012 IN §88-12 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996.
THE FINANCE COMMITTEE RECOMMENDS THE FOLLOWING AMENDMENT TO AN ORDINANCE REPEALING AND REPLACING THE SCHEDULE OF PAY RATES FOR THE LOCAL 1012 IN §88-12 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996
Amend Page 7 of the Pay Plan Ordinance for Local 1012, as follows:
• Add the position of Senior Operations Technician Trainer at a pay rate of R44;
• Change the pay rate for the Senior Service Secretary from R27 to R31.
• Change the pay rate for the Senior Service/Case worker from R29 to R33;
• Eliminate the position of Senior Services Coordinator at R55;
• Change the pay rate for the Senior Services/Program Coordinator from R27 to R33.
