City Council, December 22, 2021
A regular session of the Pawtucket City Council is held Wednesday, December 22, 2021, at 7:09 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – President Moran, Councilors Araujo, DaRosa, Gregor, Mercer, Schuette, Stachowiak, Vasquez and Wildenhain.
Absent – 0.
President Moran presides.
The reading of the records of the December 6, 2021 Finance Committee meeting, and Substance Abuse/Non-Violence Awareness Fund Committee meeting; the December 8, 2021 Committee on Claims and Pending Suits meeting, Joint Finance Committee/City Property Committee meeting, Committee of the Whole meeting, and City Council meeting; the December 14, 2021 Joint Committee of the Whole/City Property Committee meeting, and City Council meeting is dispensed with and the records are APPROVED as prepared by the Clerk.

THE CHAIR RECOGNIZES COUNCILOR DAROSA.
With majority consent of the Council, the following motion made by Councilor DaRosa, seconded by councilor Vasquez, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Tina Goncalves, Chief of Police and Dylan Zelazo, Director of Administration, requesting that the city provide more information to the public after shootings and other acts of violence.
Councilor DaRosa noted that there was no information provided to the public after a recent shooting at Payne Park. She believes that people in the neighborhood have a right to know what is happening. She notes that in some cities they have press conferences and other forms of outreach after such acts of violence.
H. Communication from Tina Goncalves, Chief of Police, to the Honorable Members of the Pawtucket City Council. (Response – APLR Flock Safety Cameras Update) is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.
The motion made by Councilor Wildenhain, seconded by Councilor Mercer, to send the following communication is DEFEATED on a roll call vote, as follows:
AYES – President Moran, Councilors DaRosa and Wildenhain.
NOES – Councilors Araujo, Gregor, Mercer, Schuette, Stachowiak and Vasquez.
The Clerk is instructed to send a communication to Tina Goncalves, Chief of Police, requesting that she contact Flock Safety to ask if they would do another free 60-day trial of their cameras in the city of Pawtucket to get more information about how these cameras would benefit the city.
THE CHAIR RECOGNIZES COUNCILOR MERCER.
With majority consent of the Council, the following motion made by Councilor Mercer, seconded by Councilor Araujo, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Frank J. Milos, Jr., Esq., City Solicitor; Tina Goncalves, Chief of Police; and Dylan Zelazo, Director of Administration; regarding the APLR Cameras.
First, the council wants to know if a decision is made to go forward with the cameras, what the process is that the city must follow. Is this strictly an administrative prerogative or does the council have a role to play in the process, especially when it comes to funding? Does the city need to put out an RFP for the cameras? Is there an opportunity for public input on the program?
Second, the council wants the results of the last trial for Pawtucket only. It was noted that the results they were given were the combined results for all the communities in the trial. They did not break out Pawtucket’s specific results.
