City Council, September 25, 2019

 

A regular session of the Pawtucket City Council is held Wednesday, September 25, 2019, at 7:34 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – President Moran, Councilors Araujo, Kallman, Vasquez, Vitali and Wildenhain.

 

Absent – Councilors Barry, Mercer and Rudd.

 

President Moran presides.

 

 

THE COUNCIL RECESSES IMMEDIATELY TO CONDUCT A PUBLIC HEARING ON THE FOLLOWING:

 

AN ORDINANCE IN AMENDMENT OF CHAPTER 410 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET 1996, ENTITLED “ZONING”, ESTABLISHMENT OF THE NEIGHBORHOOD STABILIZATION OVERLAY DISTRICT

 

AN ORDINANCE IN AMENDMENT OF CHAPTER 410 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET 1996, ENTITLED “ZONING”.  CHANGE IN OFFICIAL ZONING MAP (NEIGHBORHOOD STABILIZATION OVERLAY DISTRICT)

 

THE COUNCIL RECONVENES AT 8:37 P.M.

 

 

The reading of the records of the September 11, 2019 Committee on Claims and Pending Suits meeting, Finance Committee meeting, Ordinance Committee meeting and City Council meeting are dispensed with and the records are APPROVED as prepared by the Clerk.

 

Upon motion made by Councilor Vitali, seconded by Councilors Vasquez and Araujo, the *Consent Agenda is APPROVED, on a unanimous voice vote.

AN ORDINANCE REPEALING AND REPLACING THE SCHEDULE OF PAY RATES FOR LOCAL 1012 IN §88-12 OF THE CODE OF ORDINANCE OF THE CITY OF PAWTUCKET, 1996, (Create: Recreation Program Assistant; Delete: Clerk I)

 

 

 

THE CHAIR RECOGNIZES COUNCILOR VITALI.

 

With majority consent of the Council, the following motion made by Councilor Vitali, seconded by Councilor Wildenhain, is PASSED on unanimous voice vote:

 

The Clerk is instructed to send a communication to Providence and Worcester Railroad regarding large amounts of debris alongside the P&W railroad tracks on the George R. Bennett Highway, between Central Avenue and Cottage Street.  The council is requesting a completion date for the clean-up of this debris.

 

 

 

THE CHAIR RECOGNIZES COUNCILOR VITALI.

 

With majority consent of the Council, the following motion made by Councilor Vitali, seconded by Councilor Araujo, is PASSED on unanimous voice vote:

 

The Clerk is instructed to send a communication to Eric J. Earls, PE, Director of Public Works, requesting that he meet with Councilor Vitali, the property owner at 251 Division Street and the tree warden regarding a dead tree abutting this property.

With majority consent of the Council, the following motion made by Councilor Vitali, seconded by Councilor Vasquez, is PASSED on unanimous voice vote:

 

The Clerk is instructed to send a communication to Winnco Corporation regarding the 560 Prospect Street project, specifically concerning the intent of a back gate on Wellesley Avenue.  The Council is requesting that a letter be sent to all residents within 200 ft. of the project, in both English and Spanish, explaining that this gate is only for the use of emergency vehicles and not for normal traffic in and out of the property.

With majority consent of the Council, the following motion made by Councilor Vasquez, seconded by Councilor Vitali, is PASSED on unanimous voice vote:

 

The Clerk is instructed to send a communication to Dylan Zelazo, Director of Administration, requesting that the administration create a City Multicultural Committee to celebrate all of the various cultures and heritages in the city.
