City Council, January 9, 2019

 

 

A regular session of the Pawtucket City Council is held Wednesday, January 9, 2017, at 8:09 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – President Moran, Councilors Araujo, Kallman, Mercer, Rudd, Vasquez, Vitali and Wildenhain.

 

Absent – Councilor Barry.

 

President Moran presides.

 

The reading of the records of the December 17, 2018 City Council meeting and the Committee on Claims and Pending Suits meeting is dispensed with and the records are APPROVED as prepared by the Clerk.

 

Upon motion made by Councilor Mercer, seconded by Councilor Rudd, the *Consent Agenda is APPROVED, on a unanimous voice vote.

THE CHAIR RECOGNIZES COUNCILOR KALLMAN.

 

With majority consent of the Council, the following motion made by Councilor Kallman, seconded by Councilor Wildenhain, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to Joanna L’Heureux, Finance Director, requesting the amount of money spent on sewer claims over the last five-years, as well as any other funds expended for sewer problems.

 

 

 

THE CHAIR RECOGNIZES COUNCILOR VITALI.

 

With majority consent of the Council, the following motion made by Councilor Vitali, seconded by Councilor Mercer, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to K. MacArthur Coates, President and Chief Operating Officer, Carpionato Group, regarding the Newport Avenue/Beverage Hill project.   The Council is asking where they are on the planning and development of this project.

 

 

THE CHAIR RECOGNIZES COUNCILOR MERCER.

 

With majority consent of the Council, the following motion made by Councilor Mercer, on behalf of Council President Moran, seconded by Councilor Rudd, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to Frank J. Milos, Jr., Esq., City Solicitor, regarding the city’s new contract for red light cameras and school traffic cameras.  They are asking again why this contract is strictly an administration decision with no say by the Council.  The Council is requesting a copy of the contract with Gatso-USA.

 

The Council is also inquiring about the story in last week’s Valley Breeze, where it was stated that Gatso-USA’s fees would include $15.40 per notice for each $95 red light violation and $7.30 per notice for each $50 school zone speeding violation.  The Council would like to know if that is true and if so, is it a violation of the statutory language for the company to “get a piece of the action” on the violations.  The Council believes that it may be against the state statute to set fees on a sliding scale based on the amount of the fines, which would incentivize producing more notices of violation. 

 

 

THE CHAIR RECOGNIZES COUNCILOR RUDD.

 

With majority consent of the Council, the following motion made by Councilor Rudd, on behalf of Council President Moran, seconded by Councilor Wildenhain, is PASSED on unanimous voice vote:

 

The Clerk is instructed to send a communication to His Honor, Mayor Donald R. Grebien, requesting that the Council be made aware of all future studies to be done.

 

In addition, regarding the Camoin study on Hasbro, the Council is seeking the following information:

1.   When was this study first decided to be done?

2.   How much did it cost to do the study?

3.   Who paid for the study and where did the money come from?

 

 

UPON RECOMMENDATION OF THE CITY PROPERTY COMMITTEE, THE FOLLOWING RESOLUTION IS READ AND PASSED ON A ROLL CALL VOTE, AS FOLLOWS:
