City Council, August 8, 2018
A regular session of the Pawtucket City Council is held Wednesday, August 8, 2018, at 7:16 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Moran, Councilors Araujo, Barry, Kallman, Mercer, Rudd, Tetreault, Vitali, and Wildenhain.
Absent – 0.

The reading of the records of the July 27, 2018 City Council meeting, Committee on Claims and Pending Suits meeting, and Substance Abuse Prevention/DARE Fund Committee meeting, is dispensed with and the records are APPROVED as prepared by the Clerk.

With majority consent of the Council, the following motion made by Councilor Barry, seconded by Councilors Mercer, Araujo and Vitali, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Susan Mara, Director, Planning and Redevelopment; Eric Earls, Director of Public Works; and Andrew Silvia, Chief of Project Development, regarding sidewalk trees. Councilor Barry has insisted for several years that all sidewalk trees in the 4th district be planted along the property lines and away from the curbs. This is to prevent damage to the trees caused by truck traffic and from snow and sand being pushed onto the curbs by the plows, etc. The Council is requesting that a protocol be put in place to ensure that trees will be planted along the property lines in the future, so that they will have the best chance of growing and avoiding damage from trucks or snow.

With majority consent of the Council, the following motion made by Councilor Mercer, on behalf of Council President Moran, seconded by Councilor Barry, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Susan Mara, Director, Planning and Redevelopment; and Mike Burns, Traffic Engineering Supervisor, regarding the daycare center being built at 1588 Newport Avenue. President Moran noted that this project is being built with no input from the Council or the planning department. He noted that the building is larger than what was there before and he has questions about hours of operation, the number and ages of children who will be cared for there, lighting, but he is especially concerned about the traffic pattern going in and out of the facility, especially about how it will affect traffic behind the building. He is also very concerned about traffic coming in from Massachusetts during the early evening hours. President Moran wants an opportunity to dialogue with the daycare center owners about his questions and concerns.
In light of this and recognizing that this project is already underway, the Council wants to know what input they and city officials can still have on the project? Are there conditions or restrictions that the city can put on the project? What can they do to ensure the traffic pattern is correct?
THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN:
With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilors Rudd and Barry, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Eric Earls, Public Works Director; and Dylan Zelazo, Deputy Director of Administration, regarding street signs. Councilor Wildenhain noted that he has been noticing an increase in the number of National Grid poles being replaced on Newport Avenue. Several of these poles have street signs on them.
The Council is requesting that a procedure be put in place to ensure that any signs that are taken down with the old poles be replaced either on the new poles, or if National Grid does not want that, then on new or current city-owned poles. They are also requesting that they consider doing a city-wide survey on missing or faded street signs throughout the city.
