City Council, October 25, 2017

 

 

A regular session of the Pawtucket City Council is held Wednesday, October 25, 2017, at 7:35 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – President Moran, Councilors Cano, Kallman, Mercer, Rudd, Tetreault, Vitali and Wildenhain.

 

Absent – Councilor Barry.

 

President Moran presides.

 

The reading of the records of October 11, 2017 and October 17, 2017 is dispensed with and the records are APPROVED as prepared by the Clerk.

 

 

 

THE CHAIR RECOGNIZES COUNCILOR MERCER.

 

Upon motion made by Councilor Mercer, seconded by Councilors Rudd and Wildenhain, the agenda is amended to include the following communication on a unanimous voice vote:

With majority consent of the Council, the following motion made by Councilor Cano, seconded by Councilor Kallman, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to His Honor, Mayor Donald R. Grebien, requesting the following information:

 

1.      The Council wants to know when the City will be painting lines in the fire stations to create exclusion zones in all stations to keep personal protective equipment out of living areas.

 

2.      Regarding the ongoing firefighter contract arbitration, the Council is requesting a summary of all legal bills and related expenses associated with the arbitration.

 

3.      The Council is also requesting an update on the infrastructure upgrades at Station 1 on West Avenue.  They want to know the plan for the building and the timeline for the work to be done.

 

 

 

THE CHAIR RECOGNIZES COUNCILOR CANO.

 

With majority consent of the Council, the following motion made by Councilor Cano, seconded by Councilor Vitali, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to Susan Mara, Director, Planning & Redevelopment, requesting an update on the Façade Improvement Program.  Specifically, they want to know how many businesses applied for assistance under the program during this last round, how much money is left for the program, and when the next round of applications will begin.

 

 

 

THE CHAIR RECOGNIZES COUNCILOR RUDD.

 

With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilors Mercer, Wildenhain, and Cano, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send out communications regarding the Pawtucket Transfer Station:

 

To Patsy Sperduto, Link Environmental, requesting a list of all improvements made to the Grotto Avenue site over the last 5 years and include receipts of all improvements.  Also, a list of how much profit Link Environmental/Waste Haulers has made each year at the transfer station over that five-year period.

 

To William Ankner, what other sites were looked at, besides the Concord Street site, as a new location for the transfer station.  The Council wants copies of the evaluations for each site and the dates of the inspections.

 

To Mayor Grebien, the Council noted that in the 2012 agreement with WHM Holdings, LLC, it says that renewals will be allowed, pending Council approval.  In the new agreement signed in April, all references to Council approval have been removed.  The Council wants to know why the new agreement does not include Council approval.

 

To Frank Milos, regarding the question above to Mayor Grebien, the Council wants to know if it is true that the administration can sign the new agreement without Council approval.
