City Council, May 20, 2015

A regular session of the Pawtucket City Council is held Wednesday, May 20 2015, at 8:57 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

Present – President Moran, Councilors Cano, Hodge, Mercer, Rudd, Tetreault and Wildenhain.

Absent – Councilors Barry and Bray.

President Moran presides.

The reading of the records of May 6, 2015 and May 12, 2015 is dispensed with and the records are APPROVED as prepared by the Clerk.

Upon motion made by Councilor Hodge, seconded by Councilor Rudd, the *Consent Agenda is APPROVED, on a unanimous voice vote.

With majority consent of the Council, the following motion made by Councilor Mercer, seconded by Councilor Hodge, is PASSED on a unanimous voice vote:

The Clerk is instructed to send a communication to Barney S. Heath, Director, Planning & Redevelopment, requesting that he provide the Council with a copy of last year’s CDBG plan, so that it may be compared to the plan currently before the Council.

THE CHAIR RECOGNIZES COUNCILOR MERCER.

Upon motion made by Councilor Mercer, seconded by Councilor Rudd, the agenda is amended to include the following ordinance, on a unanimous voice vote:

AN ORDINANCE IN AMENDMENT OF SECTION 410-46 AND SECTION 410-58 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, REGARDING SWIMMING POOLS.

Upon motion made by Councilor Mercer, seconded by Councilor Rudd, the following ordinance is LAID ON THE TABLE AND REFERRED TO THE ORDINANCE COMMITTEE on a unanimous voice vote:

AN ORDINANCE IN AMENDMENT OF SECTION 410-46 AND SECTION 410-58 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, REGARDING SWIMMING POOLS.

The Clerk is instructed to send a communication to Barney S. Heath, Director, Planning & Redevelopment, requesting that he review photos of trash piles at the transfer station and take action to have this property cleaned up.

The Clerk is instructed to send a communication to His Honor, Mayor Donald R. Grebien, requesting that he provide them with the following information:

Who is Link Environmental?
Are they now in charge of the transfer station?
If so, what happened to Waste Haulers?
Have any changes been made to the contract because of this change?

Upon motion made by Councilor Rudd, seconded by Councilor Hodge, the following resolution is POSTPONED UNTIL MAY 26, 2015, on a unanimous voice vote:

RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FUNDS UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. (July 1, 2015 – June 30, 2016)

With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilor Tetreault, is PASSED on a unanimous voice vote:

The Clerk is instructed to send a communication to Vincent Ceglie, Executive Director, Blackstone Valley Community Action Program, requesting that the former Laurel Hill Playground property on Lonsdale Avenue be cleaned up as soon as possible.

The Clerk is instructed to send a communication to Lance Hill, Director, Department of Public Works, requesting that the dead-end side of Palm Street, off Lonsdale Avenue, be cleaned up as soon as possible.

With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilor Tetreault, is PASSED on a unanimous voice vote:

The Clerk is instructed to send a communication to Barney S. Heath, Director, Planning & Redevelopment, requesting that zoning officials inspect the Fonseca Auto Sales property on Dexter Street. The Council wants the property cited for any violations and wants the owners contacted about getting the property cleaned up.

The Clerk is instructed to second to send a communication to Pat Sperduto, President, Link Environmental, LLC, requesting that the property at 101 Concord Street be cleaned up.

Upon motion made by Councilor Hodge, seconded by Councilor Rudd, the agenda is amended to include the following communication:

Communication from Paul Fitzgerald, CEO, AIDS Care Ocean State, to the Honorable David P. Moran, President, Pawtucket City Council, requesting a tax stabilization agreement for the property at 156 Broadway.
