Lewis, Director, RIDOT, notifying them of the City Council’s gratitude and admiration for the truly outstanding job done by James Primeau, P.E., as project manager of the Pawtucket River Bridge (Bridge 550) project. Council members noted how accessible he was to them, meeting with them on location at all hours of the day and always notifying them in advance of upcoming work plans that would affect the traffic patterns through the city.

With majority consent of the Council, the following motion made by Councilor Mercer, seconded by Councilor Barros, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to John Holmes, Animal Control Officer, regarding a family of skunks living next to Mr. Geddis on Fuller Street. Councilor Mercer stated that Mr. Geddis was told that the City cannot trap the skunks because of DEM regulations. However, a rabid skunk was recently shot on Mr. Geddis’ property which may create an exception to the regulation, thus allowing the City to trap the skunks.
The council would like Officer Holmes to look into whether he could trap the skunks because of the potential danger caused by rabid skunks. If he can trap them, they would like him to do so.

The Clerk is instructed to send a communication to Romana Ramos, Cape Verdean American Community Development (CACD), regarding a Senegalese school that is looking for a new home.
The Senegalese Association had been running a school on Saturday mornings for up to 70 students. Currently they are without a place in which to run their school. The council believes that this is an important service to those students and is hoping to help them find a new home. They are asking if CACD would have the room and availability to house the school.

The clerk is instructed to send a communication to Lance A. Hill, Director of Public Works, regarding concerns expressed to Councilor Mercer regarding recycling pick-up:
· A 70 year-old resident who lives on a one-way street received an orange sticker on his recycling bin requesting that although his recycling bin was placed correctly, the recycling company would like him to place his bin across the street. The council does not think it’s appropriate for a 70 year-old to have to do this.
· The council has heard concerns about the trucks going the wrong way on one-way streets, especially large streets like Prospect Street, where drivers coming onto the street are not used to looking to the right to see if vehicles are coming before entering the road. The council is concerned about the city’s liability if an accident occurs because the city allows the trucks to drive in the wrong direction. Also, they suggest that the company use a recycling truck with the arm on the opposite side as the trucks currently have for one-way streets.
· The council heard from a resident who is upset because she would have to pay for a second recycling bin, not because she lost the first bin, but because the family has more recycling than the one bin can hold. She says that she is being forced to throw the excess recyclables in the trash. The council would like the administration to rethink the requirement to pay for a second bin, especially since the city has extras because of the people who turned in their large bin for a smaller one.
Councilor Barry noted that there are pick-ups being done before 7:00 a.m. They question if the ordinance prohibiting pick-ups before 7:00 a.m. should have to be obeyed.

The Clerk is instructed to send a communication to Antonio J. Pires, Director of Administration, and Frank J. Milos, Jr., Esq., City Solicitor, requesting they both attend a Pre-Council Session of the City Council on September 25, 2013 to answer any questions the Council may have about the hiring of a second Director of Constituent Services and Communications.
Also, the council requested that you provide them with the job requirements for the two directors of constituent services and communications. President Moran noted that Mr. Zelazo is the one who has been involved with the council, which indicates that he and Mr. Haddon have different responsibilities. The council wants to know what those responsibilities are for the two individuals.
THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.
With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilor Barros, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Paul King, Chief of Police, requesting that he have the patrol cars on Sayles Avenue check for speeding vehicles. This request comes from a resident who stated that she is concerned because Sayles Ave. is a curvy road making it difficult to see all of the children who cross the street.
Also, the council requested that he have the necessary corrections or improvements made to the software in the electronic speed detection signs, so that the information gathering can be done regarding the number of cars going by the sign and the speed of the vehicles. Council members have been told on multiple occasions that the signs are unable to gather the information on the passing vehicles.

The Clerk is instructed to send a communication to Michael E. Burns, Traffic Engineering Supervisor, requesting that some temporary fluorescent yellow “Pedestrian Crossing” signs be put up facing both ways on Armistice Boulevard, at the new bike path, at least until the problems with the flashing lights are corrected.
Also, the council requested an update on the status of the electronic speed signs that Mr. Burns addressed with them in February. The council believes that these signs are being used to great affect at the schools in Cranston.

The Clerk is instructed to send a communication to Lance A. Hill, Director of Public Works, Mayor Donald R. Grebien, and Barney S. Heath, Director, Planning & Redevelopment, requesting that the city add Cottage Street, from Newport Avenue to the George Bennett Highway, as a priority for repairs, to be done this fall, if possible, or by springtime at the latest. This is in addition to that portion of Cottage Street already scheduled for repairs.
