City Council, January 23, 2013
A regular session of the Pawtucket City Council is held Wednesday, January 23, 2013, at 7:30 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Moran, Councilors Barros, Barry, Hodge, Mercer, Rudd, Tetreault, Vitali and Wildenhain.
Absent – 0.
President Moran presides.
The reading of the records of January 9, 2013, is dispensed with and the records are APPROVED as prepared by the Clerk.
Upon motion made by Councilor Hodge, seconded by Councilor Barry, the *Consent Agenda is APPROVED, on a unanimous voice vote.

THE CHAIR RECOGNIZES COUNCILOR RUDD.
With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilor Hodge, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to His Honor, Mayor Donald R. Grebien, regarding the appointment of Paige Bronk, AICP as Assistant Director of Planning & Redevelopment. Councilor Rudd noted that Mr. Bronk has experience as a grant writer, which is something the city really needs. The Council is asking if writing grants will be a major part of his job and if he could help out with grant writing for departments outside of Planning & Redevelopment.

The Clerk is instructed to send a communication to His Honor, Mayor Donald R. Grebien, regarding the appointment of a new Charter Review Commission The Council wants to know specifically what issues need to be addressed at this time. Is the Mayor concerned that the city won’t run properly if certain changes are not made to the charter?

With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilor Hodge, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Lance Hill, PE, Director of Public Works, requesting that daily inspections be done at the transfer station, preferably at the end of the day, so that pictures (date and time stamped) can be taken showing whether or not all trash is being removed as required at the end of each day. Also, the Council is requesting a report on the daily inspections on a monthly basis.
THE CHAIR RECOGNIZES COUNCILOR MERCER.
With majority consent of the Council, the following motion made by Councilor Mercer, seconded by Councilors Barry, Rudd, Tetreault, and Vitali, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Deborah Cylke, Superintendent of Schools, Pawtucket School Department, regarding her concern about School Department employees, especially teachers and administrators, advocating for candidates for elective office and, moreover, attaching the imprimatur of their position to such advocacy. Councilor Mercer understands that the Superintendent intended to research the School Department’s past practice regarding this issue and promulgate a set of rules regarding such activity. The Council would like a status report on this project.

Upon motion made by Councilor Barry, seconded by Councilor Barros, the name of Ama Amponsah is placed in nomination to serve as the City Sergeant.

Upon motion made by Councilor Wildenhain, seconded by Councilor Mercer, the nominations for City Sergeant are closed, on a unanimous voice vote.
