City Council, April 16, 2013
A special session of the Pawtucket City Council is held on Tuesday, April 16, 2013, at 6:35 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Moran; Councilors Barros, Barry, Hodge, Mercer, Rudd, Tetreault, Vitali and Wildenhain.
Absent – 0.
President Moran presides.
THE FOLLOWING RESOLUTION, SUBMITTED BY THE FINANCE COMMITTEE, IS TAKEN UP:
RESOLUTION AUTHORIZING THE APPROVAL OF THE POLICE AND FIREFIGHTERS PENSION FUNDING IMPROVEMENT PLAN.
THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.
With majority consent of the Council, Councilor Wildenhain introduces the following amendment to the proposed Funding Improvement Plan:
Change Exhibit “C” to Exhibit “I”
(This would eliminate the three-year deferral on COLAs and eliminate COLA’s on pensions over $40,000 until the pension plan is 100% funded. The City would contribute the full ARC in 2014, then $13 million beginning in 2015, then $14 million beginning in 2017, then $15 million beginning in 2020, then $16 million beginning in 2025, where it would remain until the plan is 100% funded. Then the City would pay the full ARC, which would go down to about $7 million.)
The motion made by Councilor Wildenhain, seconded by Councilor Barros, to approve the following amendment is DEFEATED on a roll call vote, as follows:
AYES –Councilors Barros and Wildenhain.
NOES – President Moran, Councilors Barry, Hodge, Mercer, Rudd, Tetreault, and Vitali.
Change Exhibit “C” to Exhibit “I”
THE CHAIR RECOGNIZES COUNCILOR BARROS.
With majority consent of the Council, Councilor Barros introduces the following amendment to the proposed Funding Improvement Plan:
Change Exhibit “C” to Exhibit “J”
(This would eliminate COLAs altogether.)
The motion made by Councilor Barros, seconded by Councilor Wildenhain, to approve the following amendment is DEFEATED on a roll call vote, as follows:
AYES –Councilors Barros and Wildenhain.
NOES – President Moran, Councilors Barry, Hodge, Mercer, Rudd, Tetreault, and Vitali.
Change Exhibit “C” to Exhibit “J”
THE CHAIR RECOGNIZES COUNCILOR BARROS.
With majority consent of the Council, Councilor Barros introduces the following amendment to the proposed Funding Improvement Plan:
Change Exhibit “C” to Exhibit “K”
(This would defer all COLAs for ten years.)
The motion made by Councilor Barros, seconded by Councilor Wildenhain, to approve the following amendment is DEFEATED on a roll call vote, as follows:
AYES –Councilors Barros and Wildenhain.
NOES – President Moran, Councilors Barry, Hodge, Mercer, Rudd, Tetreault, and Vitali.
Change Exhibit “C” to Exhibit “K”
THE CHAIR RECOGNIZES COUNCILOR BARRY.
With majority consent of the Council, Councilor Barry introduces the following amendment to the proposed Funding Improvement Plan:
Change Exhibit “C” to Exhibit “M”
(This would exempt anyone whose pension is less than $30,000 per year from the three-year COLA deferment. Any person whose pension hits $30,000 per year would then become subject to the deferment.)
Upon motion made by Councilor Barry, seconded by Councilor Hodge, the following amendment is APPROVED on a roll call vote, as follows:
AYES –Councilors Barry, Hodge, Rudd, Vitali and Wildenhain.
NOES – President Moran, Councilors Barros, Mercer and Tetreault.
Change Exhibit “C” to Exhibit “M”
THE CHAIR RECOGNIZES COUNCILOR MERCER:
Upon motion made by Councilor Mercer, seconded by Councilors Barros and Tetreault, the following resolution, as amended, is POSTPONED UNTIL THE NEXT MEETING, on a roll call vote, as follows:
AYES – President Moran, Councilors Barros, Mercer, Tetreault and Wildenhain.
NOES – Councilors Barry, Hodge, Rudd and Vitali.
