AN ORDINANCE IN AMENDMENT OF CHAPTER 63 OF THE CODE OF ORDINANCES OF THE CITY OF PAWTUCKET, 1996, ENTITLED “PERSONNEL POLICIES.” (ACCRUED VACATION TIME)
AMENDMENT:
Amend the following in Section 1 – A(3) & B and Section 2:
SECTION 1: ….§63-16 Payment of accrued vacation time….
A (3) Each individual Mayor and all unclassified non-union employees hired, elected or appointed after January 3, 2011, shall upon separation or termination from city service, be eligible to be paid up to a maximum of two weeks unused vacation time of said accrued unused vacation time authorized in section A1 above, based on the number of years of service to the city. Any additional vacation time accrued shall be used or otherwise lost.
B. All classified non-union employees shall be allowed to accrue unused vacation as follows:
1. Years of Service Unused Vacation time accrued
At least 1 year, but less than 4 years Up to 4 weeks
At least 4 years, but less than 6 years Up to 5 weeks
At least 6 years or more but less than 8 years Up to 6 weeks
At least 8 years or more Up to 8 weeks
2. All classified non-union employees shall take a mandatory minimum of one week of vacation per calendar year.
3. All classified non-union employees hired or appointed after of January 3, 2011, shall upon separation or termination from City service, be eligible to be paid up to a maximum of two weeks of said accrued unused vacation time authorized in section B1 above, based on the number of years of service to the city. Any additional vacation time accrued shall be used or otherwise lost. In addition, said employees shall be eligible for up to 50% of accrued unused sick time. Sick time may not accrue beyond a total of 200 days.
SECTION 2: This ordinance shall take effect upon final passage as of January 3, 2011.

Amend the following in Sections 1 and 2:
SECTION 1. Notwithstanding any provisions of Chapter 88 of the Code of Ordinances of the City of Pawtucket entitled, “Salaries and Compensation,” or any other ordinances, resolutions or policies to the contrary, no person, with the exception of city council members, school committee members and those board and commission members who are required to be paid by state law, shall receive any stipend, salary or other form of compensation for serving on any board or commission, during the period from July 1, 2011 through June 30, 2012.
(a) Notwithstanding any ordinances, resolutions or policies to the contrary, the rate of any stipend, salary or other form of compensation for services provided by members of the various boards and commissions in Pawtucket, excluding the city council and the school committee, shall be 25% less during the fiscal year 2012. The maximum annual stipend, salary or other form of compensation for the various boards and commissions shall be reduced by 25% to reflect this change.
(b) For purposes of this ordinance, the rate of any stipend shall be the various payments per meeting authorized for board or commission members and chairpersons who are compensated on a per meeting basis; the rate of any salary shall be the weekly or monthly payments for board or commission members and chairpersons who are compensated on an annual salary basis; and the rate of any other compensation shall be the regular payments for board or commission members and chairpersons whose compensation is not based on stipends or salaries.
(c) During the fiscal year 2012 all other conditions for payment, including, but not limited to attendance at meetings, shall remain in full force and effect.
SECTION 2. Those board and commission members who are required to be paid by state law shall receive the minimum compensation required by state law.
