Upon motion made by Councilor Chadwick, seconded by Councilor Barry, the following request for a Public Hearing is READ AND ORDERED FILED and the Council APPROVES scheduling a public hearing on August 5, 2009.
Petition for SECOND HAND SHOP LICENSE (Class C) of Timothy Pacheco III d/b/a Central Avenue Antiques, 1041 Central Avenue, Tax Assessor’s Plat 13, Lot 289, to keep a shop for the purpose of purchasing and selling second hand articles, specifically used furniture etc, LIC#2828, which was advertised for a hearing at this time, is taken up:
Speaking in favor is the applicant, Timothy Pacheco, III, 223 Central Avenue, Seekonk, MA.
Mr. Pacheco states that his business will be a small upscale antique shop with high end items.
Mr. Pacheco states that the driveway holds 3 vehicles and there is off street parking.
Mr. Pacheco states that there will be no outside displays.
Also speaking is Aaron Ford, 71 Seba Kent Road, Pawtucket, RI
Mr. Ford states that he does not want to have a pick & paw in the neighborhood. He states that he doesn’t want a resale shop in neighborhood.
Mr. Ford states that he has seen resale shops where items have spilled out onto the sidewalk and have become trash heaps.
Mr. Ford states that they should allow them to open for 3 to 6 months to see how it goes. He wants to be sure Mr. Pacheco complies with all zoning requirements.

With majority consent of the Council, the following motion made by Councilor Barros, seconded by Councilor Vitali, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication George L. Kelley, III, Chief of Police, requesting an increase in police presence on Main Street, in the area around Rosa’s Kitchen. Concerns were expressed by speakers at a public hearing to allow beer and wine sales at Rosa’s.
