City Council, March 19, 2008
A regular session of the Pawtucket City Council is held Wednesday, March 19, 2008, at 7:24 p.m. in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Bray, Councilors Barry, Carr, Chadwick, Grebien, Hodge, Kinch, Moran and Wildenhain.
Absent – 0.
President Bray presides.
The reading of the records of March 5, 2008, is dispensed with and the records are APPROVED as prepared by the Clerk.
Upon motion made by Councilor Hodge, seconded by Councilor Chadwick, the *Consent Agenda is APPROVED, on a unanimous voice vote.

Speaking in favor is Attorney John T. Gannon, 727 Central Avenue, Pawtucket, RI. representing the applicant and John Martins, 147 Woodbury Street Pawtucket, applicant.
Mr. Gannon states the hours of operation will be 8:00 a.m. to 8:00 p.m., Monday through Friday; 8:00 a.m. to 6:00 p.m., Saturday; 10:00 a.m. to 5:00 p.m., Sunday; maintenance and service will be Monday through Saturday.
Mr. Martin’s states there will be about fifteen (15) employees. There will be no changes in the operation of the business.
Mr. Martins will be hands on with the business.

Communication from Councilor Henry S. Kinch, Jr. to Mr. Lou Schwechheimer, Vice President and General Manager, Pawtucket Red Sox, regarding concerns from the Darlington Braves on possible conflicts on the parking facilities for baseball games or exhibitions being held on Sundays in September.
Petition for Second Hand Shop License (Class C – Selling Used Miscellaneous Merchandise) of Richard J. Ring d/b/a Book by Book, 1005 Main Street - Unit 2233, Tax Assessor’s Plat 62, Lot 305, to keep a shop for the purpose of purchasing and selling second hand articles, specifically used books, LIC#2654, which was advertised for a hearing at this time, is taken up:
Speaking in favor is Richard Joseph Ring, 1005 Main Street, Pawtucket, RI, applicant.
Mr. Ring states that he will be selling books on all subjects, not high end books. The average price of books will be five dollars.
Mr. Ring works as a librarian at the Providence Public Library.
There will be a children’s room.
Mr. Ring will hire someone to work in the store.
The hours of operation will be 12:00 p.m. to 8:00 p.m., Tuesday through Saturday; 12:00 p.m. to 6:00 p.m. on Sundays; closed Mondays.

Mr. Flahtery supports this type of individual business. He states that chain stores are taking over and that individually owned stores are a dying breed.

The Clerk is instructed to send a communication to Gregory G. Scown, President, Pawtucket Business Development Corporation and Mayor James E. Doyle, requesting that the sale to RI Textile of the property that abuts the McKinnon-Alves soccer complex be put on hold. Councilor Grebien and Councilor Kinch want to be sure that this sale will not cause parking problems in the neighborhood around the soccer complex, before a final decision on the sale is made.

With majority consent of the Council, the following motion made by Councilor Barry, seconded by Councilor Grebien, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Gregory G. Scown, President, Pawtucket Business Development Corporation, regarding a report that Councilor Barry read in a Pawtucket Business Development Corporation report that there is an outstanding loan to the Mad House Café. The Councilor is asking what the process is for collection of the loan, how much the corporation expects to recover and what effect this loan, if uncollected, will have on the ability of the Corporation to make other loans.

The Clerk is instructed to send a communication to Ronald L. Wunschel, Director of Finance and Timothy P. McLaughlin, Fire Chief, requesting a report on the income that has been collected to date from third party billing by LighthouseMD, Inc. The Council would also like a comparison of the actual income collected to what has been budgeted.
