City Council, January 9, 2008
A regular session of the Pawtucket City Council is held Wednesday, January 9, 2008, at 7:01 p.m. in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Bray, Councilors Barry, Carr, Grebien, Hodge, Kinch, Moran and Wildenhain.
Absent – Councilor Chadwick.
President Bray presides.

Lynch-Gadaleta, Esq., City Solicitor, requesting that the Mayor and City Solicitor review the agreement with Carpionato Properties, Inc. for the hotel on Division Street to determine if the agreement is affected by the change in status of Division Street to a one-way street. Specifically, can the city require Carpionato Properties, Inc. to complete the project by the 2009 deadline and what penalties are in place if they do not finish the hotel by the deadline?

The Clerk is instructed to send a communication to Julian MacDonnell, Executive Director, The Northern RI Collaborative and the Pawtucket School Committee regarding the Collaborative’s reported $8,000,000.00 fund balance and their desire to purchase a new building. The Council wants to know how the balance was accumulated and if, during these difficult financial times, the Pawtucket School Committee could retrieve the money it contributed to this fund.
THE CHAIR RECOGNIZES COUNCILOR GREBIEN.
With majority consent of the Council, the following motion made by Councilor Grebien, seconded by the entire City Council, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Mayor James E. Doyle; Ronald L. Wunschel, Director of Finance; and Thomas Conlon, Business Agent, Pawtucket School Department regarding the $8,000,000.00 fund balance at the Northern Rhode Island Collaborative. The Council wants to know how much money was contributed by the Pawtucket School Department, what the money was used for (a general accounting of the fund) and if, during these difficult financial times, the Pawtucket School Department could retrieve the money it contributed to this fund. The Council also wants to know how many Pawtucket students use the Northern RI Collaborative and how this institution is different from Davies Vocational Tech and other regional educational institutions.

The Council would like either a draft ordinance or a legal opinion stating that enabling legislation is needed for such an ordinance in time for the next Council meeting.
