A special session of the Pawtucket City Council is held Wednesday, May 26, 2004, at 6:02 P.M., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran and Wildenhain.

 

Absent – 0.

 

President Barry presides.

 

THE COUNCIL RECESSES IMMEDIATELY TO CONDUCT A PUBLIC HEARING ON THE MUNICIPAL BUDGETS.

 

THE COUNCIL RECONVENES AT 6:35 P.M.

591      Communication from Council President, John J. Barry, III, calling a Special Session   of the City Council on Wednesday, May 26, 2004 at 6:00 p.m., is READ AND ORDERED FILED.

 

UPON RECOMMENDATION OF THE FINANCE COMMITTEE, THE FOLLOWING ORDINANCE IS READ FOR THE FIRST TIME AND PASSED ON A ROLL CALL VOTE, AS FOLLOWS:

 

AYES - President Barry, Councilors Bray, Clemente, Grebien, Hodge, Moran, and Wildenhain.

CAPITAL BUDGET ORDINANCE 2004-2005

 

UPON RECOMMENDATION OF THE FINANCE COMMITTEE, THE FOLLOWING ORDINANCE IS READ FOR THE FIRST TIME AND PASSED ON A ROLL CALL VOTE, AS FOLLOWS:

 

AYES - President Barry, Councilors Bray, Clemente, Grebien, Hodge, Moran, and Wildenhain.

 

NOES - 0.

 

CAPITAL IMPROVEMENT PROGRAM ORDINANCE 2005-2009

 

THE FOLLOWING ORDINANCE IS TAKEN UP:

 

ANNUAL OPERATING BUDGET ORDINANCE 2004-2005

 

THE CHAIR RECOGNIZES COUNCILOR MORAN.

 

Upon recommendation of the Finance Committee, Councilor Moran introduces the following Amendment:

 

DECREASE PERSONAL SERVICE EXPENSE:       TOTAL $130,000

 

 

Fire Department Overtime

$100,000

 

Police Department Overtime

$  30,000

 

Upon motion made by Councilor Moran, second by Councilor Wildenhain, the following amendments are read and PASSED on a roll call vote as follows:

 

AYES – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.

 

NOES - 0.

 

DECREASE PERSONAL SERVICE EXPENSE:       TOTAL $130,000

THE CHAIR RECOGNIZES COUNCILOR MORAN

 

Upon recommendation of the Finance Committee, Councilor Moran introduces the following Amendment:

 

INCREASE IN REVENUE                 TOTAL $155,108

 

 

Increase in Meal Tax Revenue

$ 80,000

 

Increase in Current Year Revenue

$ 75,108

 

in anticipation of new construction values

               

Upon motion made by Councilor Moran, seconded by Councilor Bray, the following amendments is read and PASSED on a roll call vote as follows:

 

AYES – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.

 

NOES - 0.

 

INCREASE IN REVENUE                 TOTAL $155,108

 

 

Increase in Meal Tax Revenue

in anticipation of new construction values

 

SAID AMENDMENTS SHALL DECREASE THE PROPOSED BUDGET APPROPRIATIONS BY $285,108

 

UPON RECOMMENDATION OF THE FINANCE COMMITTEE, THE FOLLOWING ORDINANCE IS READ FOR THE FIRST TIME AS AMENDED, AND PASSED ON A ROLL CALL VOTE AS FOLLOWS:

 

AYES – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.

 

NOES - 0.

 

ANNUAL OPERATING BUDGET ORDINANCE 2004-2005, AS AMENDED.

 

THE CHAIR RECOGNIZES COUNCILOR HODGE.

 

With majority consent of the Council, Councilor Hodge introduces the following resolution:

 

RESOLUTION DIRECTING THE ADMINISTRATION TO APPLY ANY UNDESIGNATED ADDITIONAL STATE AID FOR THE FISCAL YEAR 2005 TO BE USED TO REPLENISH FUNDS TAKEN FROM THE RESERVE ACCOUNT

 

Upon motion made by Councilor Hodge, seconded by Councilor Hoyas, the following resolution is read and PASSED on a roll call vote, as follows:

 

AYES – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.

 

NOES - 0.
